About UCU:
Uganda Christian University was founded when the historic Bishop Tucker
Theological College was promoted as a university in 1997. Bishop Tucker
Theological College trained clergy and educators during its 84-year history
from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to
operate in Mukono. International partnerships were part of the College’s
missionary history. The Church Mission Society teamed with Ugandan leaders and
others to assure the College had the necessary intellectual and other capital.
By the late 1990s, the Church of Uganda sought to have a broader impact on
society through the higher education – not only of clergy but of other
professionals as well. Uganda Christian University was established in 1997.
Key Duties and
Responsibilities: 
  • Oversee all procurement and disposal
    activities of the University
  • In charge of developing all systems and
    procedures for effective procurement of goods and services for the
    University
  • Develop the Annual procurement plan for
    the University
  • Prepare bids, contract documents and
    maintain a list of providers
  • Guide management on all matters regarding
    the procurement of goods and services in the University and the disposal
    of assets
  • Manage the running of the Procurement
    section, mentor coach and supervise all the staff therein in line with the
    strategic goals of the University
  • Handle and review requisitions from
    various departments for completeness and correctness in line with the
    approved budget
  • Keenly analyze quotations and tender
    submissions and recommend selections to the Procurement committee
  • Prepare and issue purchase orders and
    contracts to approved suppliers
  • Expeditiously follow up placed orders and
    contracts to ensure timely execution of contracts and delivery of goods
    and services, in accordance with agreed terms and conditions
  • Review, evaluate and appraise the
    performance of suppliers against procurement contracts, in accordance with
    set standards
  • Regularly visit the company sites to
    ascertain that the goods that are delivered are of the correct quantity
    and meet the required specifications
  • Maintain an updated suppliers and prices
    database and records on the procurement and disposal processes
  • Conduct market surveys to identify latest
    trends in prices, availability and quality, and exploit any potential for
    alternative suppliers, corporate savings and efficiencies in the
    procurement processes
  • Coordinate and monitor the disposal of the
    company assets.
  • Coordinate the periodic review of the
    progress of the implementation of the procurement plan
  • Propose review of the procurement
    processes and procedures
  • Prepare and submit periodic procurement
    and disposal reports of the company assets.
  • Perform any other official duties assigned
    by the Supervisor
Qualifications, Skills and
Experience: 
  • The applicant should preferably hold a
    Master’s degree in Procurement and supply Chain Management OR a
    professional qualification in procurement and Supply Chain Management
    (CIPS) from a recognized Institution of Higher Learning. A good degree (at
    least 2:1) in Procurement and supply Chain Management, Business
    Administration or a closely related and relevant discipline from a
    recognized Institution of Higher Learning
  • Detailed working knowledge of Public
    Procurement & Disposal Laws and Regulations of Uganda is essential
  • A minimum of two years’ post masters work
    experience as head of a Procurement function or in a similar position in a
    large and reputable public or private sector organization
  • Prior experience working in an institution
    of higher learning whether private or public in a similar role shall be an
    added advantage
  • Must be highly self-motivated
  • Must be a committed and practicing
    Christian
