Youth Network (UYONET) is a regional focused leading umbrella Youth CSO Network
that works to mainstream young peoples’ engagement in development and
governance processes in East Africa and beyond. UYONET was started in 2002 to
respond to the increasing demand for a collective platform for research,
training and policy advocacy for young people by young people. Since inception,
UYONET has been positioning the youth to play a leading role in nation building
by enhancing their visibility in policy and governance processes across East
Africa and providing the necessary infrastructure for information sharing and
networking through youth empowerment programmes.
About
SIDA Project:
In
partnership with PLAN Uganda, through SIDA funding, UYONET is implementing the
Ni Yetu Youth Project. The Ni-Yetu’ Youth Program, is a program which
integrates promotion of Youth Sexual Reproductive Health and Rights and
prevention of Gender Based Violence among young people. It is being implemented
in five districts of Tororo, Kamuli, Lira, Alebtong and Kampala for three and
half years. ‘Ni-Yetu’ is a Swahili word which literally stands for ‘it is ours’
and was carefully selected by youth representatives to demonstrate youth
identification and ownership for the program. The program seeks to place young
people at the center of policy influence at both local and national levels,
builds capacities of youth actors in governance and accountability as well as
organizes and empowers district youth networks as active civil society
platforms effectively responding to the needs of young people.
Job
Summary:
The Project Officer – Governance and Accountability will be
responsible for the day-to-day overall planning, coordination and execution of
the Ni Yetu governance and accountability related Programmes in the five
operation project districts. The incumbent will ensure adequate execution of
all governance and accountability activities in the project ensuring that the
Ni Yetu Youth Programme achieves the specified results as outlined in the
Project documents, work plans and UYONET National Strategy.
Key
Duties and Responsibilities: 
·        
The incumbent will be steering the programme team
towards the requisite results including the development of annual work plans,
concept notes, training materials, advocacy and social action plans as required
by the project.
·        
The job holder will be responsible for
conceptualizing, analyzing and producing programme reports that are designed to
draw learning and inform decision-making.
·        
In charge of the development and management
of  effective, sustainable and robust
partnerships with local and national governments, development partners, grass
roots organizations and district networks.
·        
Keep informed and analytic about Uganda’s
contemporary governance situation and youth civic participation processes.
·        
The incumbent will be using diverse social media
platforms for engagement, advocacy and information.
·        
Responsible for planning, executing, managing and
evaluating capacity building activities for both individuals and institutions.
·        
Represent and link UYONET and the project
externally with partners, government and other agencies/alliances at district
and national level on governance and accountability related issues.
·        
In charge of the preparation and dissemination of
quality project reports to programme manager as per donor / project monitoring
& evaluation plan requirements
·        
Ensure all project documentation is organised and
well maintained for accountability purposes
·        
Actively monitor and document governance and
accountability interventions showing outcomes, lessons learnt and best
practices.
·        
Manage project resources efficiently and
effectively in accordance with UYONET policies and guidelines and in accordance
with grant conditions.
·        
Organise regular performance review meetings to
assess progress but also to agree on and communicate any changes in strategy
with the key project stakeholders
·        
Ensure adequate stakeholder consultation and
participation at all stages of the project implementation
·        
Identify and participate in broad civil society
advocacy campaigns.
·        
Ensure the Child Protection Policy and Guidelines
code of conduct is adhered to on the project implementation.
Qualifications,
Skills and Experience:
·        
The Project Officer should preferably hold a
Bachelor’s Degree in Social Sciences, Development Studies or related fields.
Possession of a diploma in Project Management and Planning is an added
advantage
·        
The candidate should preferably have three years’
experience in Planning, coordinating, managing and executing structured civic
engagements, governance and accountability programmes in strictly civil society
settings.
·        
A minimum of three years’ experience in working
with adolescents/youths.
·        
Working knowledge of coalitions and networks on
governance and accountability.
·        
Excellent project management and team leadership
skills
·        
Excellent skills in developing training materials
and facilitating trainings
·        
Working knowledge of governance and accountability
related policies and strategies
·        
Working knowledge in implementation of rights
based programming including principles of gender equality
·        
Excellent interpersonal, analytical and
communication skills.
·        
Proven skills and experience in report writing,
development of concepts, methodologies and techniques, including participatory
methodologies, gender approaches and budget management
·        
Proven ability to meet deadlines and work
cooperatively with partners and manage partner relationships effectively
·        
Ability to work with people from diverse cultures,
ability to lead and motivate people to work in teams.
·        
Ability to develop synergies and integration of
different aspects of the project.
·        
Demonstrated ability of working with
children/youth budgeting, public expenditure tracking, executing of
accountability campaigns and political advocacy
·        
Proven computer skills and knowledge of Microsoft
software including MS Word processing, Power point presentation, Excel
spreadsheets, e-mail and web based research.
·        
Be self-driven and motivated person with ability
to work and be a team player as well as leader
