About US:
The Competitiveness and Investment
Climate Strategy (CICS) Secretariat is located at the Ministry of Finance,
Planning and Economic Development (MFPED) and its role is to monitor,
coordinate and facilitate the implementation of the Uganda Competitiveness and
Investment Climate Strategy (CICS). It mainstreams competitiveness in the
implementation of the National Development Plan (NDP), 2011-15.
The five-year implementation timeframe
for both the first National Development Plan (2009/10 to 2014/15) and the
second Competitiveness and Investment Climate Strategy (CICS II) expires at the
end of the current Fiscal Year (FY 2014/15). 
Job Summary: The Senior Competitiveness Analyst (SCA)
will oversee the technical, research and analytical work done by a team of
Competitiveness Analysts (CA) at the Secretariat and the Private Sector
Competitiveness Section of the Economic Development Policy and Research
Department (EDP&RD) over the next two years.
Key Duties and Responsibilities: 
·        
Actively
initiate and coordinate an evaluation of the second Competitiveness and
Investment Climate (CICS II) Strategy
·        
Offer
timely technical support to the Private Sector Competitiveness Section of
EDP&RD in the development of a Private Sector Development Strategy as a
successor strategy to CICS II and in the preparation of the pioneer edition of
the biennial Private Sector Development report
·        
Actively
coordinate the preparation of the first baseline status report on value chain
development for the twelve priority commodities in agriculture section of NDP
II.
·        
Provide
research, analytical leadership and quality assurance for the Secretariat’s
outputs.
·        
Coordinate
the development of quarterly and annual work plans and performance reports
·        
Perform
any other activity as might be assigned in the course of his/her work.
Qualifications, Skills and
Experience: 
·        
The
ideal candidate should hold an MBA or Master’s degree in Economics, Statistics
or related field
·        
A
minimum of five years of related experience
·        
Track
record in analysis in /advisory on firm and industry development
·        
Excellent
analytical skills with knowledge of business strategy development
·        
Demonstrated
ability to communicate to multiple audiences and skills in facilitating
stakeholder dialogue.
·        
Significant
experience in business and industry clusters relevant to Uganda is a plus.
·        
Excellent
research and analytical skills
·        
Report
writing and communication skills
·        
Leadership
skills exhibited by the ability to influence and motivate technical team into
the desired thinking and direction
·        
Possess
the ability to facilitate meetings
·        
Working
knowledge and experience of project monitoring and evaluation
·        
Good
command of the National Development Plan II
Key Performance Indicators:

Policy
briefs and research papers in relation to CICSII implementation
·        
Analytical
reports on Uganda’s competitiveness in relation to global and (domestic
indicators
·        
Periodic
M & E Reports
