non-profit foundation with the objective of being a centre for knowledge of
applied professional design practices. Through its work, the foundation is to
help improve social, physical and environmental conditions for disadvantaged
people in developing countries and areas of crisis.
Job Summary:  The Finance Officer will be responsible for supporting
Design without Borders in the cash flow, accounting, budgeting and financial
reporting at our office in Kampala.
Key Duties and Responsibilities: 
·        
Responsible
for bookkeeping and preparation of vouchers and verification of supporting
documentation to ensure they meet required standards before payment
·        
Guide
on all finance related matters including budgets, budgetary control and
financial reporting to institutional international donors
·        
Implement
financial systems and procedures that are in compliance with local Ugandan
regulations as well as contractual agreements with donor agencies
·        
Comprehensive
payroll, including filing tax returns and NSSF, drafting work contracts for
permanent and temporary staff and contractors, following up on absences and leave
days for all staff
·        
Ensure
a compliant procurement process with tender offers where necessary
·        
Support
and ensure that international staff in Uganda obtain necessary work permits and
comply with all government rules and regulations including PAYE
·        
In
charge of preparing bank accounts and cashbox reconciliations
·        
Ensure
sufficient cash in the bank and in the cash boxes
·        
Prepare
monthly financial reports and send all relevant documents to the Oslo office
·        
Ensure
proper filing of all financial documents and contracts
·        
In
charge of invoicing clients and following-up payments
·        
Manage
and follow-up on running advances to staff
·        
Updating
asset inventory
·        
Responsible
for the preparation for and coordinating of audits
·        
Daily
administration and running of the office, including contact point for guards,
cleaners, maintenance etc.
·        
Technically
support project staff in financial matters
·        
Produce
reports to CEO Uganda and Finance Manager in Oslo
Qualifications, Skills and
Experience: 
·        
The
ideal candidate should hold a university degree, preferably business
administration, financial management OR other relevant educational background
combined with relevant professional experience. Past experience from accounting
and management may compensate for lack of formal education
·        
Qualified
finance professional with financial management experience within an
international organization, preferably in the NGO sector
·        
Significant
experience of work with windows based computer software and modern
accounting-systems
·        
Possess
the ability to present complex financial information in a succinct and
compelling manner
·        
Solid
experience in management of budget
·        
Some
experience in financial reporting to various donors and project-based
accounting and reporting
·        
Past
experience of working within strong control frameworks
·        
Fluency
in English, both written and verbal
·        
Highest
standards of ethics and integrity
·        
Sound
commercial acumen, analytical with the ability to interpret data/stats
·        
Ability
to work with stress and under pressure, independently and with limited supervision
·        
Willingness
to learn
