About USAID RWANU Project:
ACDI/VOCA is implementing the
USAID-funded PL 480 Title II Development Food Assistance Program entitled
“Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU).” The
RWANU Program aims to reduce food insecurity among vulnerable rural populations
in selected sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The
Program’s strategic objectives are (1) improved availability and access to food
and (2) reduced malnutrition in pregnant and lactating mothers and children
under five. The RWANU Program takes a preventive approach to reducing
malnutrition, focusing on the first 1,000 days of life when conditional food
rations will have the highest impact. RWANU promotes diversified livelihoods
strategies including linkages to market opportunities to ensure long-term food
security and resilience to food insecurity shocks.
Key Duties and Responsibilities: 
·        
Maintain
a database of suppliers and their terms and conditions of service.
·        
Upon
requisition of goods or services, call for quotations/ bids from suppliers.
·        
The
incumbent will be tasked to evaluate quotations/bids following ACDIA/OCA
procurement procedures.
·        
Make
recommendations on procurement to the Senior Management on the procurement of
goods and services.
·        
Call
for quotations for the provision of services by contractors and negotiate with
service providers on the terms of reference.
·        
Actively
communicate with vendors and ensure that a harmonious relationship exists
between them and ACDIA/OCA.
·        
Work
closely with service providers to ensure smooth provision of services to the
program.
·        
Work
in liaison with the administration officer, ensure optimal supply of
stationery, office equipment, furniture and other amenities for performance of
program work.
·        
Work
closely with the Uganda Revenue Authority in respect to imports and with the USAID
for tax exemption letters.
·        
Respond
to correspondences to the Program, of a routine nature as required by the
supervisor and Chief of Party from time to time.
·        
Ensure
all invoices are submitted for payment on time.
·        
Contribute
to the quarterly operational report.
·        
Perform
any other related duties as may be assigned by the supervisor
Qualifications, Skills and
Experience: 
·        
The
ideal candidate should preferably hold a university degree in Procurement &
Logistics Management, Business Administration, Commerce, Management or Social
Sciences. A Postgraduate diploma in Procurement and Logistics from a reputable
institution will be an added advantage.
·        
A
minimum of five years working experience in Procurement with a similar
organization.
·        
Working
knowledge of USAID procurement guidelines
·        
Excellent
analytical and problem solving skills
·        
Excellent
negotiation skills
·        
Good
communication skills
·        
Computer
literacy with a good command of Word Processing and Spreadsheets
·        
Good
supervisory skills
·        
Excellent
interpersonal skills
