Agricultural Advisory Services (NAADS)
Manager
Agricultural Advisory Services (NAADS) is a Government of Uganda Agency under
the Ministry of Agriculture Animal Industry and Fisheries (MAAIF). NAADS is
tasked to ensure policy implementation and operationalization of the strategic
plans of the organisation, meet the national strategic objectives embedded in
the National Development Plan (NDP, in the context of the Agricultural Sector
development Strategy and Investment Plan (DSIP) and achieve Prosperity for all
(PFA).
Summary: The Procurement Officer will
mainly ensure the procurement of goods works and services in the right time,
right place, right quantity, and right quality and at the right price to ensure
value for money and in accordance with the Public Procurement and Disposal
Assets Regulations.
Duties and Responsibilities:
In charge of co-ordinating, monitoring and
providing technical support in the implementation of the Procurement and
Disposal and Assets function to ensure value for money
Co-ordinate with the user departments the
preparations of the procurement plan in line with the organisations budget and
work plans.
In charge of developing appropriate internal
control systems to ensure compliance to the legal and regulatory framework
governing the Public Procurement and Disposal of assets function.
In charge of compiling procurement requirements,
participating in the preparation of bid documents, adverts and coordinating
effective implementation of the evaluation process, contracting and contract
management process.
Responsible for providing secretariat support to
the Contracts Committee and maintaining safe custody of procurement and
disposal records
Offer technical guidance to user departments on
matters related to procurement.
Works closely with Finance and accounts to ensure
availability of procurement funds and timely payment to suppliers.
In charge of compiling and submission of
appropriate reports to the Contracts committee, Accounting Officer and user
departments
Entering authorised transactions on the integrated
information system for further processing and producing required reports.
Supervising, mentoring, coaching and evaluating
the performance of subordinate staff
Perform any other duties as may be assigned by the
supervisor
Skills and Experience:
The candidate should be a Ugandan who holds an
honours Bachelor’s Degree in Commerce (Management option) or Business
Administration/Studies (Management option) with Procurement as a subject or
Sciences or Humanities or Procurement and Supplies Chain / Logistics Management
or Purchasing and Supply/ Materials Management from a recognised University/
Institution.
Possession of a Post Graduate Diploma in Supply
Chain Management discipline with a bias on procurement obtained from a
recognised awarding Institution, or Full Professional qualification in the
Supply Chain Management discipline from a recognised awarding Institution.
At least three years of relevant working
experience as a Procurement Officer in Government or equivalent level of
experience from a reputable organisation.
