Interchurch Organisation for Development
Co-operation (ICCO) was established in 1964 and became a cooperation in 2012.
The founding members of the ICCO Cooperation are Edukans, the Protestant Church
of the Netherlands (Kerk in Actie) and the association Prisma. Within a
coherent programmatic framework, the ICCO Cooperation offers worldwide
financial support, brokerage and capacity building to local non-governmental
organizations, the private sector, churches and networks that work on
sustainable economic development, democracy and peace, access to basic services
(health and education), food security and climate mitigation.
Skills development is a strategic pillar
of Edukans, the other pillar being quality education. Edukans is an expert on
relevant and quality skills training and brings this expertise in in the
overall work of ICCO Cooperation.
Job
Summary:
The Skills specialist
is responsible for lobby and advocacy related to transferable and technical
skills development in the CEA region. In addition, he or she takes care of
linking & learning, and providing Edukans advisory services to third
parties and acquiring project financing.
Key
Duties and Responsibilities: 
·        
In
charge of developing and implementing lobby and advocacy plans and campaigns
related to transferable and technical skills development in cooperation with
partner organizations;
·        
Develops
and implements strategies and projects for transferable and technical skills
development and skills training in close cooperation with partner
organizations;
·        
Advises
on the implementation of these strategies, lobby plans, campaigns and projects;
·        
Develops
good practices based on evidence;
·        
Set-up
fruitful partnerships with the private sector;
·        
Guarantees
that the learning process leads to improvements of the Edukans skills model;
·        
Technically
supports the acquisition of project and program funding and is responsible for
developing and managing successful relationships with existing and potential
donors in this field;
·        
Maintains
close functional working relations with Edukans and reports to the Edukans
office in the Netherlands.
Qualifications,
Skills and Experience:   
·        
The
applicant should preferably hold a Master’s degree or equivalent in Education
Development or any related area;
·        
At
least six years’ experience in the field of technical & vocational
education and particularly skills development, preferably in Central and
Eastern Africa;
·        
Excellent
and proven abilities to successfully develop and implement advocacy plans and campaigns;
·        
Working
knowledge of and a keen interest in all aspects of education and its
opportunities and challenges in developing countries, specifically on skills
development;
·        
Share
knowledge and experience about skills development with colleagues in the ICCO
Cooperation;
·        
Possess
excellent interpersonal skills, fluent in English (and preferably French), both
written and orally;
·        
Willingness
to travel frequently;
·        
Ability
to successfully manage and cooperate with all relevant parties;
·        
Strong
motivation to succeed.
