Job
Summary:
 The Chief Human Resources
Officer will manage the development and implementation of Opportunity Bank
Uganda Limited’s human resources strategic plan including benefits programs,
employee relations, compensation structures, HR compliance and reporting
functions, organizational structure and development, performance management,
culture building, employee recruitment and retention, staffing, safety/security
and risk/loss control. This position will serve as an officer and a key advisor
to both the CEO, executive leadership team and board of directors on major
business issues and decisions.
Key
Duties and Responsibilities: 
·        
Offer overall strategic HR leadership to the Bank;
Direct or define goals and objectives for the acquisition, retention, and
development of human capital and talent.
·        
Ensure a workplace environment consistent with the
Christian values and mission outlined by the leadership of Opportunity
International and Opportunity Bank.
·        
Serve as internal consultant to the Senior
Leadership team, supervisors, and employees on personnel issues that affect
performance and business relationships.
·        
Provide leadership and consulting to the CEO and
management on matters of goal-setting, policy development and strategic
implementation in support of achieving corporate objectives and performance
management.
·        
Works in liaison with the Africa Regional HR
Director to evaluate, develop, and lead the HR department with a goal of
earning a high level of credibility as an effective and responsive internal
consulting group.
·        
In charge of developing and recommending operating
budget for the Human Resources function and ensure department operates within
budget allocations; Make expenditure adjustments during the budget cycle as
appropriate to ensure efficient funds management; Recruits, directs, motivates,
and HR evaluates staff.
·        
Regularly consult with legal counsel as needed and
update and advise the executive leadership on legal issues as necessary.
·        
Direct and coordinate the development of policies
and procedures to ensure effective management of Human Resources.
·        
Ensure that all elements of employee records,
benefits files, corporate documents, etc., meet compliance rules and are kept
up to date.
·        
Ensure that all employee information is current in
the HRIS system and that HR staff work within legislated guidelines at all
times.
·        
Responsible to implement and maintain ‘audit’
standards, and keep HR Operations in compliance with regulatory and privacy
standards
·        
Works in liaison with Opportunity International HR
to support ongoing development of future leaders through a combination of
succession planning, career development, Opportunity International Learning
Center Programs, leadership training, and personal mentoring activities.Keep
the organization abreast of industry trends and innovations; Seek continuous
renewal and innovations in delivery of services and operating systems.

Direct or develop the evaluation of the human
resources and professional development department structure and team in order
to plan for continual improvement of the efficiency and effectiveness of the
group.
Qualifications,
Skills and Experience: 
·        
The ideal candidate for this Banking placement
should hold a Bachelor’s degree in Business or equivalent work experience, MBA
preferred, GPHR certification preferred.
·        
A minimum of fifteen years of progressively
responsible experience in human resource management with 10 years of senior HR
leadership.
·        
Past experience in a commercial banking or
microfinance environment is strongly preferred.
·        
Extensive computer skills including MS Office,
advanced Excel and PowerPoint proficiency and Visio. Knowledge of HR and
Payroll systems.
