About Project:
BTC will be implementing The Support to
Beneficiary Institutes to the Skills Development of their Human Resources
(SDHR). The intervention aims ‘to contribute to a better service delivery of
Ugandan organisations (general objective) by increasing the human resource
skills of selected Beneficiary Organisations in the health, education and
environment sectors’ (specific objective), namely by:
·        
Strengthening
the Sectorial Technical Committees for each sector to perform their tasks
effectively.
·        
Strengthening
the capacities of selected Beneficiary Organisations to develop and implement
their human resource development plans based on a human resource needs
assessment.
·        
Reinforcing
effectively the human resource capacity of Beneficiary Organisations.
·        
And
by managing scholarships for key selected trainings.
The project is implemented under the
joint responsibility of Government of Uganda and Belgium, formalized by a
Project Steering Committee, composed of the coordinating Ministry, the
representatives of the 3 ministries and a Representative of BTC who is
responsible for the administrative and technical follow-up of the intervention.
The daily implementation will be managed by a Project Coordination Team (PCT).
Job Summary: The Training Manager will be responsible
for the development, management and monitoring of the implementation of the
project’s training services by building relationships with existing and
potential beneficiary organisations, sector ministries and partners, as well as
with current and future training providers. In collaboration with the project
coordinator and the line ministries, the incumbent will also analyse
organizational needs for the development of training, set- up training
arrangements and draft proposals. As such s/he complies with the intervention’s
objectives of quality and effectiveness. The training manager will work in
close coordination with the training officer and with the project’s support staff.
Key Duties and Responsibilities: 
1.
Strategic Training Development:
·        
In
charge of developing strategy, operational plans and budgets for different
training initiatives.
·        
Intutively
analyzing the demands for training and the provision of training services.
·        
Analyse
organizational needs and strategic HRD/training plans.
·        
Identify
and technically support the development of training services which may be
emerging through the implementation of the project and through analysis of
trends in the 3 priority sectors of the intervention (education, health, and
environment).
·        
Identify
how the practical experiences gained through the implementation are included in
the general organization and improvement of the project.
·        
Work
closely with HRD staff of the involved line ministries to jointly develop
opportunities and determine responsibility for managing initiatives as they are
realised – particularly in relation to the development of tools and guidelines.
2.
Overall management of the implementation of training:
·        
Supervise
training providers for efficient and high quality delivery of courses to budget
and project management standards, including negotiation terms of reference and
contracts, needs assessment, and quality assurance.
·        
Manage
trainers’ involvement in the project, including identification and procurement
of trainers/training provision, and support for trainers with design and
delivery.
·        
Manage
major project relations with local partners, trainers and beneficiary
organizations.
·        
In
charge of the overall management of the monitoring and evaluation and quality
assurance of the training including design of the training, observations with
feedback, analysis of participant’s feedback and sharing of learning,
innovation and good practice across the trainer pool.
·        
Support
effective learning across the project and ensure that learning from activities
is reflected in project’s strategy.
·        
Identify
and expand opportunities for use of technology in training.
3.
Strategic Communication:
Ensure
effective communication within and outside the project.
4.
Representing the project externally on training related activities and
certifications:
·        
Build
and strengthen working relationships with training providers, donors and
beneficiary organizations.
·        
Represent
the project in relevant forums and networks.
·        
Maintain
an overview of internationally relevant standards in the HRD and training
sector.
·        
Serve
as the contact person for beneficiary organisations, partner ministries,
grantees, BTC headquarter and other concerned parties.
·        
Actively
participate in the selection and follow-up committees for the different
sectors.
5.
Internal Management:
·        
Compile
and provide data, oral and written reports for management purposes including
for the project coordinator, project structures, annual report, financial reporting,
and others required.
·        
Develop,
monitor, and report on annual and project budgets in the field of training in
collaboration with support staff.
·        
Adhere
to BTC internal information and management systems and policies (Manual for
Administrative Management of Projects/Programmes of BTC Uganda).
·        
Contribute
to organisation-wide initiatives and participate in organisation-wide
activities.
·        
Line
and task manage the training officer, with regard to the annual appraisal
including setting of objectives and supporting her/his development.
·        
Execute
other reasonable tasks requested by the project coordinator.
·        
Participate,
without voting right, in the Project Steering Committee meetings.
·        
Ensure
all coordination tasks, when the project coordinator is no longer in place or
absent from office.
Qualifications, Skills and
Experience: 
·        
The
applicant must hold a Master’s Degree level qualification in a relevant
discipline including but not limited to training or education, HR and
management.
·        
The
ideal candidates for the training manager placement should have a minimum of
five years’ professional experience in the design, delivery, monitoring and
evaluation of training in organisational contexts and/or professional
experience in the field of capacity development with organizations.
·        
Significant
experience in managing projects, budgets and multi-stakeholder work processes,
including the use of common project management and financial analysis tools is
an asset.
·        
Past
experience of line management of staff and team building.
·        
Excellent
communication skills with sensitivity to organizational differences and gender
issues.
·        
Excellent
oral and written English language skills
·        
Computer
proficiency with Microsoft Office (Word, Excel and Access) and data management
software is required.
·        
Demonstrated
success in development of projects and proposals.
·        
Commitment
to the projects strategic aims and objectives.
·        
Proven
ability to work as part of a team and under pressure and to tight deadlines.
·        
Ability
to frequently travel within the country.
·        
Excellent
organisational skills.
·        
Pro-active
attitude, dynamism.
·        
Working
knowledge and prior experience in any of the 3 priority sectors of the
intervention (education, health, and environment) is an asset.
