About USAID EHMS Project:
USAID funded Uganda Health
Supply Chain is a five year program supporting the Government of Uganda’s health
system to improve the availability and accessibility of essential medicines and
health supplies (EMHS).The expected results of are to:1) strengthen national
policies and strategies and support cost-effective, equitable, and transparent
utilization of EMHS resources; 2) strengthen country capacity for effective
management and utilization of EMHS; and 3) increase availability and access of
EMHS among priority populations.
Job Summary:  The Laboratory Advisor (QPP) for the UHSC
Program is seconded to the Quantification and Planning Unit (QPPU), Pharmacy
Division of Ministry of Health (MOH). S/he has primary reporting responsibility
to the Technical Advisor, QPPU. The Laboratory Advisor (QPP) will technically
support harmonizing the planning and procurement of Laboratory commodities
within the comprehensive procurement plan of the MOH. S/he will also support
strengthening and improving the performance and quality of the existing
policies and plans, systems and procedures for quantification, forecasting, procurement,
storage, and distribution of laboratory commodities. The incumbent will
collaborate with CPHL, AIDS Control Program (ACP), National TB Reference
Laboratory (NTRL), the Pharmacy Division, the Central Medical Stores,
procurement & supply chain management agents, Health Development Partners
and the districts. S/he will also support districts to improve on the
management and distribution of Laboratory commodities. S/he will work closely
with Laboratory Logistics Coordinator at CPHL, QPPU and technical program
logistics officers.  
Key Duties and
Responsibilities: 
  • Technically
    support the national laboratory commodity assessment, quantification
    (forecasting & Procurement planning), distribution and management at
    the central and district levels while harmonizing efforts of health
    development partners inputs for laboratory commodities
  • Actively
    participate in the Commodity Security Committees at national and district
    levels on forecasting and quantifying the national commodity needs; and
    participate in relevant Technical Working Groups for purposes of
    safeguarding laboratory commodities. S/he liaises with the central
    warehouses, National Drug Authority, Ministry of Health, Focal
    Coordination Office, commodity suppliers on importations and related regulatory,
    policy and planning issues; specifications and ordering; storage and
    distribution; and compilation of periodic laboratory commodity situational
    reports and consumption data for policy, funding and planning purposes.
  • Set
    up, update and maintain a PipeLine data base for laboratory commodities.
    S/he will liaise with the central warehouses to obtain bi-monthly stock
    status reports to update PipeLine and review the supply plan in
    collaboration with CPHL.
  • Works
    in close collaboration with CPHL, support assessments and monitor the
    laboratory commodities supply pipeline and provide technical support
    supervision to the districts and poorly performing lower level units on
    laboratory logistics management.
  • In
    collaboration with CPHL, compile quarterly, semi-annual and annual reports
    describing activities implemented, challenges faced, lessons learnt and
    recommendations with regard to the improvement of laboratory commodity
    security.
  • Perform
    any other duties as assigned by the MOH and UHSC. 
Qualifications, Skills and
Experience: 
  • The
    applicant should hold academic Requirements: first degree in Laboratory
    Technology. Additional qualifications in the following fields is an added
    advantage: public health and/or logistics and supply chain management.
  • A
    minimum of six years’ professional experience in clinical laboratory
    practice, preferably in laboratory systems strengthening, logistics
    management and laboratory commodity security, in the public or private
    sector.
  • Familiarity
    with the Uganda’s Public Health System especially working with the
    Ministry of Health, National Medical Stores, National Drug Authority and
    Health Development Partners is an added advantage.
  • Excellent
    analytical skills and oral presentation skills
  • Good
    report writing and communication skills
  • Languages:
    Proficiency in oral and written English
  • Computer
    skills: Proficiency in current office software applications (especially Ms
    Excel and Ms Word)
