About Ni-Yetu Youth Programme:
Ni-Yetu Youth Program is a program which integrates promotion of Youth
Sexual Reproductive Health and Rights and prevention of Gender Based Violence
among young people which is going to be implemented in five districts of
Tororo, Kamuli, Lira, Alebtong and Kampala for three and half years. Plan
International Uganda with funding from SIDA will engage national and local CSOs
to implement this program. Ni-Yetu is a Swahili word which literally stands for
‘it is ours’ and has been carefully selected by the youth representatives to
demonstrate youth identification and ownership for the program. The program
seeks to empower young people to demand for and fulfil their rights in a
participatory and inclusive manner that also recognizes and actively engages
with CSOs, key public sector agencies at various levels as well as relevant
community-level actors.
Job Summary: The Accountant
will primarily ensure financial integrity of the Ni-Yetu project by providing
consolidated financial plans and reports for the project in compliance with
donor and Plan financial guidelines. The incumbent has a strong monitoring and
capacity building dimension, ensuring that the partners follow accountability
procedures and that their financial management capacities are strengthen. He
/she will directly support the Project Manager in financial monitoring and
reporting and the overall capacity building strategy for the partners. S/he will
provide overall leadership in budgeting, budget management, monitoring and
financial reporting for the project.
Key Duties and
Responsibilities: 
  • Ensure that finance and procurement
    procedures are adhered by all partners and implementing staff.
  • Ensure that all budget queries are
    responded to in time with the right and adequate information technically
    support project annual audit processes.
  • Render support to project liquidation
    processes and ensure Quarterly review of all project expenditure reports and
    correction of exceptions.
  • Carry out budget monitoring and provide
    monthly and quarterly updates on budget utilization and performance.
  • Develop, maintain, and analyze budgets,
    preparing periodic reports that compare budgeted costs to actual costs.
  • Maintains accounting controls by preparing
    and recommending policies and procedures.
  • Reconciles financial discrepancies by
    collecting and analyzing account information.
  • Develop capacity building plan on
    financial issues and builds the financial management capacities of
    partners so that they can comply with donor and Plan accounting standards.
  • Guide the Project Manager on financial
    monitoring issues, expenditure and alignment with targets and overall
    implementation plan.
Qualifications, Skills and
Experience:  
  • All candidates should hold degrees in
    Finance and Accounting, Business Administration, Accounting and other
    related disciplines
  • The incumbent must be a certified
    accountant
  • Holds professional accounting
    qualifications i.e. CPA, ACCA certifications
  • Five or more years’ experience in finance
    and accounting position with an International NGO.
  • Excellent Accounting skills
  • Demonstrated Corporate Finance skills
  • Knowledgeable of accounting systems
  • Excellent knowledge in financial Reporting
  • Keen Attention to Detail and
    Deadline-Oriented.
  • Skills in Financial compliance management
  • Training and capacity building skills
