About MTAC:
Management Training and Advisory Centre (MTAC) is a body corporate
under the Ministry of Trade, Industry and Cooperatives; established initially
as an ILO/UNDP/GOU Project in 1964 and later, by an Act of Parliament Cap. 29
of 1969. It was established, among other things, to promote industrial and
enterprise development.
Job Summary: The Research Officer will be responsible for
designing, preparing and delivering research and consultancy assignments.
Key Duties and Responsibilities: 
  • In charge of research administration in
    attracting research funding, creating relationships, and developing and
    implementing strategies that increase institutional competitiveness.
  • Identify, collect, organize, analyze, and
    disseminate information on stakeholders to contribute to the intellectual
    capital on key business markets and issues.
  • Actively participate in consultancy
    services to help organizations to improve their performance, operates
    primarily through the analysis of existing organizational problems and the
    development of plans for improvement
  • Participate in audits and Quality
    Assurance of operational practices, in consultation with managers making
    recommendations and setting up systems designed to improve service
    delivery.
  • Conduct and report on benchmarking
    exercises with other similar service providers as appropriate as directed
    by senior management team comparing service delivery, performance and
    cost.
  • Develop a management information strategy
    and action plan for development of the service and review as appropriate.
  • Ensure capacity-building activities
    designed to nurture the institutional research enterprise and initiate
    partnerships, networks, and alliances with funding agencies
  • Conduct day-to-day supervision of research
    staffs for assigned projects and act as primary contact for research team
    for any questions and concerns.
  • Maintain biographies for clients and
    collect all daily news for internal and external data and assemble all
    presentation materials and maintain all business development materials.
  • Responsible for planning, designing and
    implementing an overall risk management process for the organization, and
    conducting audits of policy and compliance to standards, including liaison
    with internal and external auditors
  • In charge of developing effective ways to
    mitigate organizational compliance risk though collaboration with
    management and the implementation of appropriate monitoring plans
  • Providing technical support, education and
    training to staff to build risk awareness within the organization.
  • Completing research and consultancy tasks
    on projects managed by themselves as well as those managed by others, to
    time and budget
  • Generating business through active client
    and prospect development, networking and high quality proposal writing to
    enhance revenue collection.
  • Actively contribute to the training and
    development of colleagues, as appropriate, in the form of formal and
    informal training and knowledge sharing
  • Maintain up-to-date understanding of
    relevant policy changes and business environment
  • Keep appropriate records in line with
    company policies and procedures.
  • Particularly in fulfillment of the
    company’s objectives in relation to quality standards.
Qualifications, Skills and Experience: 
  • The ideal candidate for the Research
    Officer should hold a Hon. Degree in Social Science, Statistics or related
    disciplines and Post Graduate Training in Business or Management
  • Four years’ experience in conducting
    academic and/or consultancy research work. At least 2 years of
    teaching/training in a higher education institution is a requirement
  • Extensive and advanced comprehensive
    knowledge and understanding of business management, operations, financial
    processes, information technology and regulatory requirements
  • Policy knowledge and tracking,
    understanding of quantitative and qualitative research methodology and
    appropriate application of each, strong analytical ability, excellent
    report writing skills and high level presentational skills
  • Project management and people/team
    management skills, strong communication skills, ability to manage external
    relationships (client and partner companies) ability to deliver to
    financial targets
  • Reviewing opportunities, co-coordinating
    the development of (and contributing to) high quality proposals, new
    prospect development, profile raising, developing client contacts
  • Report writing; critical thinking and
    analysis; creative thinking; problem solving; and decision making;
    constructive thinking
  • Developing constructive, productive and
    sustainable relationships with colleagues, collaborators/associates,
    clients and potential clients; clear and effective communication and
    delegation skills
