Job Summary: The Head of Section – Human Resource Management
will be responsible for planning, leading and coordinating, facilitating,
supporting and managing Company initiatives and operations geared towards
attracting, hiring, deployment, motivation, development and retention of a
vibrant and productive workforce so as to enable the achievement of the desired
organisational performance.

Key Duties and Responsibilities:
- Develop and lead implementation,
monitoring and review of appropriate Human Resource Management strategies,
policies, systems and procedures for the Company. - Actively coordinate the conducting of
periodic job evaluations, development and operationalisation of an
internally equitable job grading structure, as well as implementation of
an externally competitive and cost-effective organizational reward system. - Steer and coordinate the implementation
and management of staff recruitment and selection processes to fill
approved posts in the Company, including initiatives that foster quality
at the gate recruitment and selection. - Manage the enforcement of staff rules and
regulations; Management’s efforts for ensuring that the morale and
motivation of all Company employees are kept high; as well as for ensuring
and sustaining a sense of commitment to the Company among all its
employees. - Develop and implement the organisation’s
staff training and development programmes. This includes periodically
assessing the training and development needs of staff of the Company and
taking necessary and timely action. - Provide the Company’s Management, whenever
necessary, with relevant specialist, expert and technical guidance (on the
basis of appropriate and comprehensive analysis and evaluation), with regard
to the Company’s investment opportunities and projects – especially those
involving Partnerships, External Contractors and other service providers –
as well provide the necessary supervision, quality assurance, facilitation
and coordination of implementation of the corresponding projects – with a
view to ensuring their profitable success. - Support management in processing all other
matters, relating to Human Resource Management and Development ((HRM/D)
across all the Departments, Sections and Offices of the Company. - Design and institutionalize systems for
managing individual and team performance, inter alia, through
implementation of an effective performance inter alia, through
implementation of an effective performance monitoring, appraisal and
measurement system. - Develop staff under his/her direct
supervision through; inter alia, training, coaching, delegation, appraisal
and feedback. - Perform any other duties as may from time
to time be assigned by relevant authority.
Qualifications, Skills and Experience:
- The applicant should preferably hold an
advanced Degree in Human Resource Management, Business Administration
(majoring in HRM), or closely related and relevant discipline, from a
recognized University. - Full membership in a recognized Human
Resource Management Association or Institute, is a must. - A minimum of seven or more years’
experience, three of which must be as Head of HR function, or in a similar
Management position, in a large and reputable public or private sector
organization. - Past experience in working with regional
and international development agencies, as well as with other regional and
international public, or private sector organizations in housing-related
projects, or programmes, shall be an added advantage. - Additional specialized training and
qualification in Human resource management from a recognized institute is
essential. - Computer literacy i..e Proficiency in
application of HR-related Software and MS Office Package (Word, Excel,
PowerPoint and Outlook) and related packages is essential. - Additional qualifications in Project
Planning and management, or Business Management, from recognized
institutions, are desirable. - Strong interpersonal, human relations and
team management skills. - Excellent analytical, problem solving and
occupational counseling skills. - Capability of obtaining confidence, trust
and cooperation from subordinates and associates. - Maturity, high ethics and integrity
- Proven corporate planning knowledge and
skills. - Excellent presentation and reporting
skills. - Good managerial, negotiation and
communication skills. - Good training and coaching skills.
- Coordination and networking skills.
- Ability to deliver high quality outputs
with minimal supervision.
