About NPA:
The National Planning
Authority (NPA) was established by an Act of Parliament No.15 of 2002 in
compliance with article 125 of the Constitution of the Republic of Uganda
(1995). Accordingly NPA is the principal statutory agency responsible for the
management of national and decentralized development planning in Uganda. The
primary function of the Authority is to produce comprehensive and integrated
development plans for the country elaborated in terms of the perspective
Vision, Long and Medium-term Plans.
Job Summary: The Senior
Planner Monitoring and Evaluation will be responsible for monitoring,
evaluating and preparing reports on the performance of the economy of Uganda,
including Government policies, programmes and ministries and local Governments.
Key Duties and
Responsibilities: 
  • In
    charge of conducting studies for monitoring and evaluating the
    effectiveness and impact of development policies and programmes:
  • Keep
    track of independent assessments of the performance of the economy of
    Uganda to enhance the quality of the Authority’s own assessments and
    reporting
  • Conduct
    impact assessment of macroeconomic policies on segments of society and the
    economy as a whole
  • Conduct
    analyses of cost and impact of development programmes to inform policy and
    decision making
  • Conduct
    national and Sector Budget and expenditure analyses to inform reviews on
    NDP progress and their alignment to the plan;
  • Compile
    and submit reports on performance of Sectors, Ministries, local
    governments regarding implementation of plans
  • Prepare
    Authority’s quarterly, half annual and annual work-plans and performance
    reports
  • Actively
    participate in the preparation of the Annual National Development Report
  • Participate
    in the preparation and review of the National Development Plans by the
    Authority
  • Participate
    in monitoring the performance of decentralized planning and financing.
  • Participate
    in identifying gaps in Government Policies and Programmes and recommend
    priority development issues and needs;
  • Participate
    in designing and implementing statistical surveys and other data
    collection of the Authority
  • Take
    part in the assessment of the overall economic performance of the Country
    by the Authority
  • Participate
    in developing, operationalizing and maintaining the monitoring and
    evaluation system for tracking progress on the National Development Plan
    and the Uganda Vision 2040.
Qualifications, Skills and
Experience: 
  • The
    applicant should preferably hold a Master’s degree; majoring in any of the
    following fields is a must: Economics, Development Planning, Economic
    Policy and Planning; Development Economics; Monitoring and Evaluation,
    Management Information Systems, or a closely related discipline/ relevant
    Master from a recognized University or Institution.
  • In
    addition to the above preference will also be given to holders of 2nd
    Class upper and above relevant first degree
  • Additional
    training in Systems Analysis, Research Methodologies and Statistical
    Methods from a reorganised Institution is desirable
  • Possession
    of a Post-Graduate qualification in relevant field.
  • Certification
    in fields relevant to the job.
  • At
    least seven years of relevant working experience; four of which, must be
    at Senior Officer level and three at officer level in the areas of
    Monitoring and Evaluation, Research, Statistics, Management Information
    Systems, Development Management, Policy Analysis or any other area
    relevant to the job and in a reputable development-related
    institution/organization.
  • Comprehensive
    knowledge of Monitoring and Evaluation Systems and Frameworks.
  • Past
    experience in Government Systems, operations, budgeting, accountability
    mechanism, and reporting and coordination mechanisms a requirement
