About NDA:
The National Drug Authority (NDA) is an autonomous body which was
established by the National Drug Policy and Authority Act Cap 206 , Laws of
Uganda (2000 Edition) to regulate Human and Veterinary Medicines and other
healthcare products. NDA’s mandate is to ensure quality, safety and efficacy of
human and veterinary medicines and other healthcare products through the
regulation and control of their production, importation, distribution and use.
Job Summary: The Head, Human Resources and Administration will
be responsible for the planning, development coordination and implementation of
HR Strategy, policies, procedures and guidelines that will support achievement
of NDA mandate in compliance with the labour laws and other statutory
requirements. The incumbent as a member of the Senior Management Team, the Head
of HR and Admin will contribute to the strategic direction National Drug
Authority and be responsible for the direction, supervision, capacity-building
and performance of the department to ensure effective delivery of HR and
administration service.
Key Duties and Responsibilities: 
  • Significantly contribute to the
    development of an organizational culture that reflects the mandate of NDA,
    promotes high performance, encourages a team building, innovation, and
    contributes to the delivery of results to the public and relevant
    developing partners.
  • Ensure that line managers understand and
    appropriately lead the management of performance employees in their
    respective departments through effective performance planning, regular
    reviews and conducting of the annual appraisal process are in time.
  • Design and manage staffing strategies to
    ensure that the organization plans, attracts, and retains a motivated and
    qualified workforce capable of meeting organizational challenges
  • Ensure that the management team is
    provided with necessary advice and other relevant support to enable
    effective management of human resources in their respective departments;
    for prevention and response to any legal issue arising out of work or
    employment and coordinate actions with Head, Legal
  • Manages the staff compensation system and
    monitor both the internal equity and external market competitiveness of
    current staff remuneration;
  • Ensure Human Resource practices are fair,
    equitable, consistent and comply with Employment Act and other national
    labour laws.
  • Manage the delivery of public relations
    activities of national drug Authority
  • Oversees management of NDA official
    premises, assets, office support operations, including but not limited to
    office equipment, services and supplies.
  • Steer the preparation of the HR &
    Administration department budget, monitor its utilization to ensure value
    for money in all departmental transactions.
  • Oversees reception and mail services and
    ensure that that travel arrangements, accommodation, visitation schedules
    are effected as per requirements;
  • Supervises the management of bills
    (telephone, water, electricity, mail and ensures prompt payments thereof.
  • Manage the transport function including
    monitoring, fuel consumption and services / repairs of generators and
    vehicles and offers related support to the regional offices.
  • Manage, mentor, and develop the capacity
    of staff in the Human Resources &administration unit, ensuring that
    they understand their responsibilities and are supported to perform their
    roles
  • Ensure effective management of all tasks
    related to day-to- day HR management and Administration.
Qualifications, Skills and Experience: 
  • The ideal candidate should possess a
    master’s degree with specialization in Human Resource Management and
    administration from a recognized institution. Possession of a Bachelor‘s
    degree in at least one of the following areas: Human Resource Management,
    Bachelor of Arts (Social Sciences), Bachelor of Social Work &Social
    Administration, Public Administration, Business Administration (Human
    Resource management option)
  • Possess of professional qualifications
    such as CIPD
  • At least ten years’ experience in Human
    Resource field in a reputable organization with at least 6 years in a
    senior management position.
  • Past exposure and experience developing
    and implementing HR policies and other strategic initiatives such as
    organization restructuring and psychology
  • High level integrity and credibility
  • High level of professional people
    management and customer care skills.
  • Strong organization, supervisory,
    problem-solving, interpersonal, communication, team building, analytical
    and negotiation skills.
  • Past experience in the development and
    implementation of HR policies and programs.
  • Membership to relevant professional bodies         
  • Possess the ability to lead through
    periods of change
