Students’ Financing Board (HESFB)
Corporate established by an Act of Parliament, number 2 of 2014, to provide
both Loans and Scholarships to Ugandan Students to pursue Higher Education. The
objective of the Loan Scheme is to increase equitable access to Higher Education
in Uganda and also support qualified students who may not afford the cost of
Higher Education.

- Receive and process procurement requests
from all departments on approval by the Head of Department and Contracts
Committee. - Referencing, verifying and managing
procurement documentation. - Works closely with accounts to facilitate
timely payment to suppliers. - Guiding end users on development of
procurement specifications. - In charge of preparing draft bid documents
and procurement plan. - Prepare contract documents and issue
approved contract documents. - Providing timely technical support advice
to the HESFB. - In charge of receiving and attending to
inquiries from bidders and suppliers. - Actively facilitating and managing the
bidding process. - Prepare and submit monthly reports for the
contract to relevant authorities and to prepare any other reports as may
be required from time to time. - Actively participate in the evaluation of
bids for routine procurement. - Perform any other duties assigned by the
Senior Procurement Officer.
- The applicants should possess an honors
degree from a recognized university in Procurement, Business
Administration (Procurement), B. Com (Procurement) and any other related
qualification. - Possession of Post graduate qualification
in procurement and Supply Management, or CIPS will be an added advantage. - A minimum of two or more years’ experience
in managing procurement and logistics supplies in a public sector. - Highly self-driven with high sense of
responsibility. - Possess the ability to meet deadline with
minimal supervision. - Procurement, Disposal and Contracts
management. - Excellent interpersonal skills.
