Uganda National Meteorological Authority (formerly Department of
Meteorology) under Ministry of Water and Environment is a semi-autonomous
government authority for weather and climate services (UNMA Act. 2012) and a
focal institution to Inter-Governmental Panel on Climate Change (IPCC), an
international body mandated to carryout scientific research on climate change.
Job Summary: The Director of Finance and Administration will be
responsible for the finance, planning, human resource, general administration
and business development matters of the authority.
Key Duties and Responsibilities: 
  • The incumbent will lead the Directorate of
    Finance & Administration
  • Guides the Executive Director on Finance
    and Administration matters
  • Actively coordinates preparations of
    Annual work plans and budgets
  • Supervises and appraises senior sta
    in the Directorate
  • Effectively coordinates preparation and
    submission of reports of the Authority
  • Actively monitors the Authority’s
    expenditures in accordance with the approved work plans and budgets
  • Ensures proper maintenance of the
    Authority’s records and information
  • Responsible for the security of the
    Authority’s property.
Qualifications, Skills and Experience: 
  • The incumbent should possess an Honors
    Bachelor’s degree in Business Administration, Finance Management from a
    recognized university. Possession of a Master’s degree in either
    Organizational Development, Business Administration, Finance or Management
    Studies
  • Professional qualifications in a related
    field is an added advantage
  • Eight or more years’ experience in a
    related field, working with a reputable organization, 2 years of which must
    be at a senior managerial level
