Central Africa (ASARECA) is a sub-regional not-for-profit association. It was
established in 1994 by 11 member countries represented by their national
agricultural research for development institutes. The 11 member countries are:
Burundi, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Madagascar,
Rwanda, South Sudan, Sudan, Tanzania and Uganda. The major objective of ASARECA
is to develop policies and programs aimed at deepening co-operation in
agricultural research and policy among its member countries for the mutual
benefit of all the stakeholders in the agricultural sector.

Job Summary: The
Programme Assistant will be responsible for providing technical input on the
policies related to Livestock and Fisheries.

Key Duties and Responsibilities:
- Receive periodic reports from
stakeholders, review and provide feedback on the quality of the reports in
consultation with the theme manager; - Prepare draft synthesis reports, drafts of
contract agreements and letters of requests for services; - Support in developing requests for
research calls/ proposals and send them out, receive applications and
prepare the evaluation forms that are used for selection; - Receive and respond to inquiries from
different stakeholders pertaining to the work of the theme; - Actively coordinate workshop
duties/activities i.e. drawing up
a list of invitees, prepare the workshop budgets, draft invitation
letters, repertoire, 4 compile workshop publications and proceedings,
facilitation, etc; - Render support in facilitating project
inception workshops and Project Review meetings; - Receive and follow up on the sub-grant
financial 4 accountabilities and forward them to the finance unit; - Prepare annual work plans and budget for
the theme in consultation with the theme leader; - Support in consolidating the themes
technical reports into the corporate annual report; - Assist to carry-out Monitoring and
Evaluation of projects in liaison with the ME&L Unit; and Take record
of minutes for meeting and track to ensure actions are implemented.
Qualifications, Skills and Experience:
- The ideal candidate should hold a Masters
of Science in Agriculture – Livestock, Fisheries & Aqua culture A PhD
in Animal Science or Fisheries will be an added advantage. - A minimum of five years’ experience in
research in an agricultural oriented organisation at middle-level
management preferably with an International NGO particularly those
addressing agriculture through application of partnership approaches. - Past experience in science writing
demonstrated by publication in peer refereed journals. - Possess the ability to analyse data and
extract reporting materials. - Good understanding and appreciation of
regional agricultural issues. - Good skills in Monitoring and Evaluation,
- Management of partnerships, Communication
and Knowledge management. - Past exposure and experience in setting up
and managing donor compliance monitoring systems, developing and
implementing relevant tools - Past exposure and experience of training
and transferring skills to stakeholders (through workshops and one-to-one
coaching) - Possess excellent interpersonal,
management and team development skills; - Excellent written and oral communication
skills. - Strong leadership skills and demonstrated
ability to manage a diverse group of stakeholders. - Exceptional attention to detail and
ability to demonstrate error-free writing
