About MTAC:
Management Training and Advisory Centre (MTAC) is a body corporate
under the Ministry of Trade, Industry and Cooperatives; established initially
as an ILO/UNDP/GOU Project in 1964 and later, by an Act of Parliament Cap. 29
of 1969. It was established, among other things, to promote industrial and
enterprise development.
Job Summary: The Accountant will be responsible for planning,
directing and controlling financial resources by following MTAC policies and
procedures and other relevant laws.
Key Duties and Responsibilities: 
  • Provide effective strategic and financial
    information
  • Guide the Executive Director and the
    Management Team on financial matters
  • Steer the financial planning processes
  • Actively participate in strategy formulation
    and implementation
  • Produce annual and other periodic plans
    and budgets in collaboration with other departments
  • Attend meetings and make presentations to
    Council whenever need arises
  • Work closely with internal and external
    auditors
  • Respond to auditors’ comments and queries
  • Ensure appropriate financial management
    and accounting systems and regulations are effectively applied
  • Ensure complete and accurate financial
    records are maintained
  • Implement and monitor payment authority
    levels
  • Actively monitor MTAC expenditures and
    recommend corrective actions
  • Provide leadership and direction to
    Finance staff to ensure efficient management and utilization of resources
  • Manage the implementation of finance
    policies and regulations
  • Ensure adequate resources for programme
    implementation are available 
  • Set, in consultation with staff, periodic
    individual performance targets
  • Determine and manage the working capital
    requirements of the Centre
  • Ensure safe custody of all MTAC
    assets 
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a
    bachelor’s degree i.e. B.Com, BBA, BAF 
    plus Full Membership to a recognized professional accounting body
    like ACCA, CPA
  • A minimum of six (6) years’ experience, at
    least 3 of which should have been at senior level in a similar
    organization
  • Three years teaching/training experience
    in a higher education institution
  • Skills in Activity Planning, Budgeting and
    Accounting
  • Knowledge of Company law and law of
    contract
  • Computerized accounting programmes
  • Skills in preparation of financial
    statements
  • Public Procurement laws and procedures
  • Knowledge of Developments and Trends in
    institutions of higher learning
  • Excellent leadership skills
  • Excellent interpersonal skills
  • Exceptional accounting skills
  • Excellent analytical and problem solving
    skills
  • Decision making skills
  • Effective verbal and listening
  • Excellent communications skills
  • Keen attention to detail and high level of
    accuracy

    operate and manage computerized financial, payroll and human resource
    information systems
