Vision is that coffee farmers profitably own their coffee along the Value chain
for sustainable livelihoods consumer satisfaction and societal transformation.
Job Summary: The Monitoring & Evaluation (M&E) Officer will be
responsible for the field assessments, collection and analysis of data, submit
an activity monitoring and evaluation plan for the project and all NUCAFE
activities. The Monitoring & Evaluation (M&E) Officer will design
M&E strategies and provide day-to-day management of the monitoring and
evaluation activities of the gender based Advocacy for Uganda National Coffee
Policy. The M&E plan will outline key program activities, indicators of
achievement which should support USAID/Uganda’s Economic Growth Team Results
Frame work and other reporting requirements, baseline data and annual targets
as well as indicators specific to project activities. The Officer will
undertake knowledge management and ensure documentation for visibility of the
USAID project under NUCAFE work across the identified regions. S/he will ensure
alignment of M&E of the USAID program with the knowledge management, impact
measurement and learning work of the overall organization.
Key Duties and Responsibilities:  
1. Assessments
& Evaluations: 
  • Develop
    provisional indicators according to the selected activity priority
    interventions.
  • Organize
    logistics for undertaking field based evaluation of the project in the
    five regions.
  • Develop
    concept notes/ proposals based on the findings of monitoring and
    evaluation of projects.
  • The
    M&E Officer will technically support Project Team Leader in producing
    reports (quarterly, annual, final) in a timely manner which accurately
    reflects field level conditions and programming progress program
    design. 
2. Data Collection:
  • Guide
    and lead the team in baseline data collection
  • Collect
    data through activity and advocacy focal point person’s records, surveys,
    focus groups, training participant surveys, Ugandan government records and
    in built applications via SMS campaigns.
3. Program
Monitoring:
  • Develop
    provisional targets to track the work plan through monitoring and
    evaluation.
  • Keenly
    track, record and report physical progress against the implementation
    plans in consultation with the project team.
  • Measuring
    progress on interventions outlined in the work plan
  • Conduct
    annual M&E plan reviews in collaboration with USAID, these sessions
    will evaluate activity progress of the project
  • Develop
    Measurable Outputs and Performance Indicators and Identifying high quality
    performance indicators
  • Recommend
    strategies for enhancing the efficiency and effectiveness of the projects
    by identifying issues and developing plans to minimize or eliminate such
    issues.
  • Provide
    activity targets and annual targets to monitor progress
  • Provide
    custom indicators which will depend on the disaggregated by sex and age.
  • Provide
    technical support to the field teams in developing project M&E
    framework and detailed implementation plan aligned to the impact
    measurement
  • Hold
    review/discussion with project team to identify the feasibility of the
    M&E format implementation and introduce appropriate modification, if
    required.
  • Regularly
    review monitoring reports to assess impact and identify the causes of potential
    bottlenecks in project implementation.
  • Further
    guide, supervisor and ensure completion of assigned tasks to the project
    team and other contracted persons/organizations to achieve the set goals
4. Knowledge
Management:
  • The
    M&E Officer will coach, train and assist co-workers in understanding
    and implementing M&E activities.
  • Train
    and assist program field staff (AFPP’s) in conducting project evaluations
    and will ensure that evaluation findings are utilized in future program
    design.
  • Use
    the M&E system results as a basis for indicators and measuring
    progress on interventions in the work plan
  • Facilitating,
    with the appropriate use of available technology, the identification and
    documentation of lessons and best practice, the sharing and dissemination
    of knowledge and experience for the benefit the project and NUCAFE
    activities.
  • Collect
    or compile of success stories, good practices and case studies
  • Use
    the elements of the FTF M&E framework and the mission’s agenda,
    serving as a champion of learning.
5. Reporting
and Documentation:
  • Support
    manage the information-gathering process for results and performance
    reports, in addition to other briefings, summaries, papers, presentations,
    etc. for various audiences as needed tracking results through monitoring
    and reporting
  • Collecting,
    compiling and analyzing reports at association level with the Advocacy
    focal point persons and preparing consolidated progress report for project
    management in accordance with the approved reporting formats.
  • Report
    to the project manager, on progress vis-à-vis planned activities and expected
    outputs of the project.
  • Submit
    monthly progress reports and timely donor reporting to (USAID).
  • Undertake
    regular visits to the field evaluate project performance and disseminate
    them as appropriate in consultation with the project manager
  • Document
    the learning and success of the project
Qualifications, Skills and Experience:  
  • The
    ideal candidate for the M&E Officer vacancy should hold a Bachelors’
    degree in development related subjects, such as Economics and Statistics
    /A bachelor’s degree in development Economics or Economics or social
    sciences. Possession of a Master’s degree in Economics or  Rural Development will be an added advantage
    or Post Graduate Diploma in Project Monitoring and Evaluation
  • A
    minimum of three or more years’ experience of working in Monitoring and
    Evaluation
  • Demonstrates
    substantial experience in an M&E or other programming role.
  • Proven
    ability in Data Collection, Data Management and Analysis.
  • Past
    experience of conducting project evaluations including using survey
    methodologies of CLA tools, FTF M&E frameworks.
  • Good
    knowledge of project cycle management and development.
  • Computer
    skills especially in statistical analysis using programs such as SPSS, MS
    Access, STATA, Excel, among others.
  • Ability
    to multitask in a very fast-paced, often rapidly changing environment
  • Ability
    to manage partnership relationships with diplomacy, seeking win-win
    solutions. A demonstrated ability to work effectively with a variety of
    constituents is a must
  • Stress
    tolerance and resilience; sense of humor; highly organized; attention to
    detail; and ability to work under pressure with multiple and shifting
    priorities
  • Proven
    analytical and project management skills, including the ability to move
    projects forward from inception to implementation to completion with
    adherence to deadlines;
  • Ability

    critical eye to identify and address additional gaps;
  • Ability
    and experience in developing and maintaining effective working
    relationships with people, internally and externally, from a wide-variety
    of types of organizations, cultural backgrounds, and functional expertise;

    experience in disaster rehabilitation projects
