About URC ASSIST Project:
University Research Co., LLC
(URC), a US-based public health organization working in Uganda since 2005, is
implementing the USAID Applying science to strengthen and Improve Systems
(ASSIST) Project which is a five-year cooperative agreement dedicated to
improving health, population and nutrition services through technical support
to service delivery institutions, country Ministries of Health, USAID country
missions, and cooperating agencies.
Job Summary: The Technical officer- TB will support the planning
and implementation of project activities to improve the quality of TB care
& treatment in Northern Uganda under the USAID ASSIST Uganda.
Key Duties and
Responsibilities: 
  • Build
    the technical competencies of facility health care providers in TB
    treatment and care through trainings, onsite mentorships and peer to peer
    learning sessions.
  • Ensure
    that district mentor ship teams are formed at the districts.
  • In
    charge of preparing and conducting technical training as need arises.
  • Ensure
    that the facility teams are availed with essential equipment and supplies.
  • Works
    closely with MOH for updated guidelines and policy documents.
  • Develop
    and timely submit work plans and budgets for all assigned TB treatment and
    care activities at least quarterly.
  • Regularly
    review and improve technical strategies employed in TB treatment and care
    to ensure the USAID ASSIST project workplan is adhered to and implemented
    with measurable success.
  • Ensure
    the timely writing and submission of quality and accurate TB care and
    treatment reports quarterly, bi-weekly, and at all other requested times.
  • Develop
    and sustain a pool of regional and district coaches with required QI
    competences.
  • Develop
    and implement a spread plan to ensure learning from demonstration
    collaborative (e.g. the
  • ART
    Frame work collaborative),become the standard of care at all USAID ASSIST
    TB care and treatment supported sites.
  • Ensure
    that cross-cutting themes like gender and health work force development
    are well integrated into the TB care and treatment plans.
  • Works
    closely with the knowledge management staff, lead the process of
    documenting best practices in form of case studies, success stories,
    abstracts, video clips in addition to the routine biweekly updates,
    quarterly and annual reports.
  • Work
    in consultation with the monitoring and Evaluation team ensure that data
    collected is accurate and valid and captures process and outcome
    indicators.
  • Perform
    any other duties assigned by the supervisor/ Chief of Party.
Qualifications, Skills and
Experience: 
  • The
    applicant should hold a Bachelor’s Degree in medicine, a Master’s Degree
    in public health will be an added advantage.
  • A
    minimum of three or more years’ work experience gained through serving
    within a government institution or NGO with proven ability to coordinate
    activities of different stakeholders at district and or sub national
    level.
  • Possession
    of a valid registration certificate from the Uganda Medical & Dental
    practitioners Council.
  • Possess
    excellent communication and / or interpersonal skills.
  • Past
    experience in handling Quality improvement approaches and providing
    clinical training to service providers and stake holders.
  • Possess
    the ability and willingness to travel within the supported districts.
