About URC ASSIST Project:
University Research Co., LLC
(URC), a US-based public health organization working in Uganda since 2005, is
implementing the USAID Applying science to strengthen and Improve Systems
(ASSIST) Project which is a five-year cooperative agreement dedicated to improving
health, population and nutrition services through technical support to service
delivery institutions, country Ministries of Health, USAID country missions,
and cooperating agencies.
Job Summary:  The
Programme Coordinator (Northern Uganda) will
manage and oversee implementation of the Northern Uganda USAID ASSIST Program,
covering the following technical areas: TB, malaria, HIV, SMC, nutrition,
PMTCT, MNCH and family planning. The incumbent will oversee the finance and
administration functions of the Northern Uganda Program and manage relations
with respective districts in Northern Uganda.
Key Duties and
Responsibilities: 
1. Management and Supervision:
  • Manage
    the financial and administrative activities including conducting staff
    appraisals, reviewing and approving financial and administrative requests
    and accountabilities
  • Technically
    support the development and timely submission of work plans and budgets
  • Mentor
    and supervise the M&E coordinator and ensure that the M&E system
    is responsive to the needs of the program
  • Regularly
    review and improve technical strategies employed to ensure the USAID
    ASSIST project work plan is adhered to and implemented with measurable
    success
2. Technical Support:
  • Support
    the submission of quality and accurate technical reports quarterly,
    biweekly, and at all other requested times
  • Ensure
    that cross-cutting themes like gender, health workforce development and
    leadership are well integrated into activities
  • Work
    closely with the KM staff, support the process of documenting best
    practices in form of case studies, success stories, abstracts, video clips
    in addition to the routine biweekly updates, quarterly and annual reports
  • Hold
    regular activities to assess and build necessary competencies amongst the
    technical team supporting Northern Uganda activities
  • Work
    in liaison with the Monitoring and Evaluation team ensure that data
    collected is accurate and valid and captures process and outcome
    indicators
  • Do
    coaching and mentoring at health facilities to improve the quality of services
3. District Support:
  • Build
    and manage relations with the respective districts through regular
    engagement, coordination meetings and joint review of plans and activities
  • Coordinate
    with the District teams to develop, manage and implement work plans.
4. Other
Responsibilities:
Perform any other duties as assigned by the Chief of
Party.
Qualifications, Skills and
Experience: 
  • The
    Programme Coordinator should hold a Bachelor’s Degree in Medicine and
    Surgery and a Master’s Degree in a Health related field preferably Public
    Health or internal medicine.
  • A
    minimum of five years’ work experience in HIV management gained through
    serving within a government institution/NGO with proven ability to
    coordinate activities of different stakeholders at a national level.
  • Possession
    of a valid registration certificate from the Uganda Medical and Dental
    practitioners Council.
  • Possess
    excellent communication and interpersonal skills coupled with project
    management abilities.
  • Past
    experience in handling Quality Improvement approaches and providing
    clinical training to service providers and stake holders are added
    advantage
  • Possess
    the ability and willingness to travel within the supported districts.
  • Highly
    self-motivated and a result-oriented person.
