University Research Co., LLC
(URC), a US-based public health organization working in Uganda since 2005, is
implementing the USAID Applying science to strengthen and Improve Systems
(ASSIST) Project which is a five-year cooperative agreement dedicated to
improving health, population and nutrition services through technical support
to service delivery institutions, country Ministries of Health, USAID country
missions, and cooperating agencies.

Job Summary: The
Technical Officer-SMC will primarily plan and implement activities to improve
the quality of the safe Male circumcision
at USAID ASSIST Uganda supported sites in collaboration with other USG
implementing Partners.

Key Duties and
Responsibilities:
Responsibilities:
- Build
technical competencies of facility health care providers in providing and
conducting same male circumcision procedures through trainings, onsite
mentorships and peer to peer learning meetings. - Plan
and coordinate the implementation of activities to enhance the collaborative
quality improvement approach for SMC - Efficiently
organize and carry out learning session and coaching visits to facilities
and other relevant teams to improve their ability to work as a team to
identify and solve problems - Ensure
site and district teams conduct monthly SMC data collection, analysis, use
and reporting - Maintain
an up to date data base both qualitative and quantitative detailing
improvement work in the supported sites. - Significantly
contribute to developing and updating materials for SMC quality
improvement trainings, learning sessions and coaching visits - Prepare
project reports regularly as required - Ensure
cross cutting themes like gender, health workforce development and
leadership are well integrated into the SMC work - Works
closely with the knowledge management officer, ensure that best practices
are documented. - Perform
any other duties assigned by the supervisor/chief of party.
Qualifications, Skills and
Experience:
Experience:
- The
USAID ASSIST Project Technical Officer SMC should hold a Bachelor’s Degree
in medicine, a Master’s Degree in public health will be an added
advantage. - A
minimum of three years’ work experience gained through serving within a
government institution or NGO with proven ability to coordinate activities
of different stakeholders at district and or sub national level. - Possession
of a valid registration certificate from the Uganda Medical & Dental
practitioners Council. - Additional
training or experience in safe male circumcision. - Excellent
communication or interpersonal skills is a must. - Past
experience in handling Quality improvement approaches and providing
clinical training to service providers and stake holders.
