Job Summary: The Program
Associate – Policy, Programme Coordination and Quality Assurance Unit (Program
Associate-PPCQAU) will provide technical and administrative support to the
effective management of UNFPA activities under the PPCQA Unit. The Program
Associate-PPCQA guides and facilitates the delivery of UNFPA programs by
monitoring results achieved in the implementation. The incumbent ensures and
guides the appropriate application of systems and procedures and develops
enhancements as required. The Program Associate-PPCQAU facilitates the work of
consultants, advisors and experts and establishes and maintains collaborative
relationships with counterparts in government, multi-lateral and bi-lateral
donor agencies and civil society to address emerging issues.
Key Duties and Responsibilities: Offer
timely support (administrative and technical) to the PPCQAU technical team in:
  • Coordinating
    and providing policy guidance in developing the National Development
    Frameworks (National Development Plans, Sector Plans and District Plans)
    and provide synthesized information on UNFPA Strategic Plan/CP focus areas
    for incorporation/integration in the national planning frameworks.
  • Developing
    the United Nations Development Assistance Framework (UNDAF) development
    process (from roadmap development, country analysis, strategic
    prioritization/planning, writing UNDAF narrative and developing M&E
    Framework) and provide synthesized information on UNFPA Strategic Plan
    focus areas for incorporation/integration in the UNDAF.
  • Responsible
    for the development of the Country Programme (CP); strengthen capacity of
    staff and partners in CP Programme development processes; and facilitate
    development of CP M&E framework.
  • Strengthening
    capacity of UNFPA staff and Implementing Partners (IPs) capacity in
    developing Annual Work plans (AWPs); coordinate review and compilation of
    the IP AWPs.
  • Actively
    monitoring of implementation of CP activities and outputs/results and CP
    financial/logistic resource utilization rates.
  • Ensure
    data collection, management, analysis, storage and dissemination including
    the humanitarian assistance data.
  • Conducting
    programme oversight and monitoring CO’s compliance with UNFPA’s rules and
    regulations (with emphasis on adherence to NEX requirements, OFA
    management principles and management audit observations).
  • In
    charge of coordinating the development of the Integrated Technical,
    Operational and Programmatic Support (ITOPS) and monitor its
    implementation; and development, monitoring and review of the Office
    Management Plan (OMP).
  • Carrying
    out routine CP/project reviews and evaluations.
  • Preparing
    programme implementation reports (quarterly and annual); and preparation
    of UNDAF Annual Reports, Country Profiles, County Office Annual Report and
    other relevant reports as required.
  • Responsible
    for strengthening capacity of IPs (particularly on M&E and reporting);
    conducting periodic IP assessment; and continuously updating IPs on UNFPA
    policies and guidelines.
  • Update
    and maintain records of monitoring information in a manner that is easily
    assessable by all staff and monitoring information users
  • Actively
    participating in Joint monitoring visits, prepare synthesis reports from
    the visits and monitor the implementation of the recommendations from the
    monitoring missions.
  • Participate
    in UN Joint M&E Technical Working Group (TWG); National/Sector
    Programme Development and M&E TWGs; Regional Office Programme Support
    Team and any other forum; as delegated by the technical staff.
  • Providing
    administrative support for meetings/workshops that are organised by the
    PPCQA Unit.
  • Support
    to the PPCQAU staff in ensuring their trip reports, accountability
    reports, timesheets and other relevant reports are completed and submitted
    in a timely manner.
  • Provide
    general administrative support to the PPCQA team including procurement
    requests, photocopying, binding and any other related work.
  • Provide
    assistance to the PPCQAU team in general organization of their offices.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the United Nations Population Fund UNFPA Program
    Associate should hold a Bachelor’s degree in social sciences, statistics,
    population studies, development and gender studies, or other relevant
    field. Possession of a Master’s degree in the related field is an added
    advantage. A Post-graduate diploma in project planning and management or
    monitoring and evaluation is an added advantage.
  • At
    least three to five years professional experience preferably in
    programme/project management in the public or private sector.
  • Computer
    literacy skills: Proficiency in current office software applications.
Languages: Fluency in oral and written English.
