Uganda Electricity Generation
Company Ltd was incorporated in March 2001 under the Companies Act, 2012 on the
basis of the Public Enterprises Reform and Divestiture Act, Cap 98 and
Electricity Act, Cap 145. UEGCL is
wholly owned by the Government of the Republic of Uganda. UEGCL’s key role is
to – carry on the business of electric power generation and sale within Uganda
or for export to neighbouring countries; build, operate and maintain
Electricity Generation Plants; monitor the operation and maintenance of its
Concessioned Assets – Nalubaale and Kiira Power Stations; provide Technical
Support as and when required by the Government of the Republic of Uganda
through the Ministry of Energy and Mineral Development; Implement Flagship
Hydropower Plant Projects of Karuma (600MW) and Isimba (183MW; organize,
support, encourage and maintain training facilities in technical and related
fields, amongst others.

Job Summary: The Procurement Officer will support the
Senior Procurement Officer in Managing the entire procurement process in the
entity for the Concession/ All Projects in accordance with the PPDA
guidelines

Key Duties and Responsibilities:
- The
incumbent will receive, review, and consolidate the individual user
departments/all projects procurement and disposal work plans into a Master
procurement plan. - Initiate
and prepare solicitation of bids for goods, services, and works. - The
incumbent will prepare documentation, procedures, reports and
recommendations at various key stages in the procurement process for
consideration by contracts committee· · - Regularly
check statement of requirements (specifications) prepared by the users
and/or assist with their preparation. - Display
procurement information on the public procurement notice board - Actively
participate in preparing bidding documents – Supplies, Works, Services
(consultancy and non-consultancy). - Manage
the disposal of old equipment process from identification to final sell
off. - Perform
supplier performances reviews and advise on areas for improvement. - Maintain
and archive records for all procurement and disposal transactions in
accordance with the PPDA guidelines. - Prepare
and send timely reports i.e. weekly procurement status reports, monthly
procurement report for PPDA and contracts committee.
Qualifications, Skills and Experience:
- The
Procurement Officer should possess a bachelor’s Degree in Procurement and
Logistics or a University Degree with relevant experience and CIPS
Affiliation. - At
least three (3) years’ relevant experience working with the Procurement
and Disposal Unit in a busy organization. - Excellent
planning and organizational skills - Excellent
analytical and problem solving skills - Excellent
communication, facilitation and presentation skills. - Interpersonal
skills and high level of integrity - Computer
literacy skills - The
position involves making timely decision under pressure and also involves
high level of integrity, due care and caution.
