International exists to bring quality family planning and reproductive
healthcare to the world’s poorest and most vulnerable people. We’ve been
delivering family planning, safe abortion, and maternal health services for
over 35 years. Millions of women worldwide turn to us for help each year,
whether in limiting the size of their families, or avoiding dangerous
complications in pregnancy or unsafe abortion.
The Outreach Team Leader will provide
leadership and management of the successful delivery high-impact and
high-quality comprehensive and voluntary family planning (FP) services provided
by an Outreach Team. Outreach is a
strategic channel for providing greater access to rural communities with unmet
need and unmet demand for family planning services, especially long-acting
reversible contraception (LARC) and permanent methods. Clinical outreach is a primary service
delivery channel under the LTM Programme. An Outreach Team Leader is
responsible for ensuring the delivery of high quality family planning and PAC
counselling and service provision by his/her outreach team. In addition to the team leader, each outreach
team includes at least two additional providers (trained in comprehensive
counselling, PAC/PAC FP, STMs, and LARCs), and one transport assistant. S/he must be qualified and competent to
provide permanent methods. S/he is responsible for the appropriate supervision
and quality of service delivery provided by the Outreach Team. S/he is responsible for correct, complete and
timely submission of all outreach records and performance data. S/he is responsible for empowering all
Outreach Team members: 1) meet and exceed MSI global minimum standards for
quality and agreed programme deliverables; and 2) comply with all MSI Uganda
policies and procedures.

Procedures:
- Ensure
compliance with set Outreach protocols and standards - Ensure
that all the required monitoring tools (including but not limited to:
stock cards, stock management checklists, Outreach checklists, Quality
Assurance Checklists) are available and properly used by team members
- Ensure
that all team members clearly understand their roles and responsibilities
as per their job frameworks and as defined in the Outreach checklists - Responsible
for the daily supervision of team members and regular performance
appraisals completed in accordance with MSI Uganda policies
- Ensure
integrity and authenticity of all financial and programmatic data and
documentation - Ensure
proper record keeping, including: client records, informed consent forms,
stock cards, and event tracking - In
charge of the completion of HMIS data validated by public health
facilities and is cross-referenced with CLIC and vehicle tracking data
- Assure
standards of all services, counselling and infection prevention - Ensure
monthly self-administered quality assurance assessments are done and that
necessary steps are taken to improve performance - Ensure
team members receive training as necessary and performance improves
accordingly
- Correct
and accurate management of petty cash - Appropriate
documentation and validation of all advance requests and reconciliations
for all team members - Timely
submission of all financial documentation for validation - Accurate
and timely submission of timesheets for all staff
- Correct
storage and forecasting of stock minimum and maximum levels - Compile
and send monthly stock reports to Outreach Operations Officer - Correct
implementation of stock management protocols
- Effectively
liaise with Communications to effectively coordinate demand creation
activities - Initiate
partnerships within the districts with NGOs/CBOs to help in mobilization
of clients for FP services - Effectively
collaborate with SF Coordinators to ensure opportunities for coordination
and collaboration are maximized.
Skills and Experience:
- The
applicant should preferably hold a Medical or Clinical Officer (must be
able to provide permanent methods of family planning) - Working
knowledge of FP clinical procedures and minimum standards essential - Additional
certification in LARC and PM FP service delivery - USAID
training in FP compliance highly desirable - Past
experience and knowledge of FP service delivery at community level - Prior
experience managing and motivating teams - Ability
to manage and implement activities to agreed work plans, within budget and
in time - Attention
for detail - Proven
skills in effective conflict resolution - Past
experience working with public sector facilities desirable - The
applicant should be proficient in more than one Ugandan language
