Hospital, is a private not for profit NGO that provides: HIV/AIDS care,
treatment and prevention services: maternal child health services: Health
Professional Training and Clinical Research. 
Baylor-Uganda works with the MoH and District leadership in the
supported regions to strengthen health systems for improved delivery of
HIV/AIDS services.
Job Summary: The Head of
Internal Audit will mainly initiate, develop and actively monitor the
implementation of systems, policies and procedures for providing an independent
appraisal of how the organization’s financial, physical, operational and
information activities or resources are managed as per the set policies and
procedures
Key Duties and Responsibilities: 
  • In
    charge of formulating and updating the internal audit manual and present
    it to management for consideration and to the board for approval in line
    with the national audit act and international financial standards in
    accordance with the audit rules and guidelines.
  • Regularly
    review the reliability and integrity of financial, stock management and
    operating information & appropriateness of systems, policies and
    procedure and make appropriate recommendations in accordance with the
    audit rules and guidelines.
  • Develop
    and monitor the implementation of the annual audit plan to carry out the
    responsibilities of the internal audit department in line with the
    departmental guidelines.
  • Conduct
    an organization monitoring to Identify new challenges based on country
    risk, operational risks and market risks or political disturbances and
    come up with proactive control measures to mitigate the effects of such
    risks on Baylor Uganda in line with IAAS.
  • Develop
    a strategy for conducting ad hoc audits as per the request of the Board or
    SMT in line with IAAS.
  • Compile
    and send quarterly board audit reports to the Board Audit & Finance
    Committee and other stakeholders; this will contribute to effective
    management of existing and emerging risks in line with IAAS.
  • Develop
    a strategy to monitor the implementation of corrective action to address
    any control weaknesses identified by management in line with IAAS.
  • Develop
    and maintain a competent & motivated “internal audit team” through
    implementing HR support activities in line with the Human resources manual.
  • Develop
    a procedure to guide External audit and maintain a working relationship
    with external auditors to ensure that they have all the necessary
    information they might require in line with the audit rules and
    guidelines.
  • Develop
    and manage the internal audit annual budget in line with Baylor Uganda
    financial guidelines
  • Develop
    an internal audit ‘operation strategy based on holistic strategic
    thinking’ and monitor its implementation through quarterly BSC in line
    with Baylor Uganda strategic plan and IAAS
Qualifications, Skills and Experience: 
  • The
    incumbent should possess a good Bachelor’s degree (honors) in a financial
    or accounting related course and a financial or accounting related
    Master’s degree from a reputable university.
  • Membership
    of ACCA or CPA.
  • Membership
    to Institute of Internal Auditors of Uganda.
  • The
    ideal candidate must possess a minimum of seven or more years working
    experience, with three (3) years at a senior auditing management level in
    a reputable organization.
  • Computer
    literacy skills with proficiency and understanding of Audit software and
    knowledge of Navision
  • Be
    a good team player
  • Possess
    excellent oral and written communication skills & analytical skills.
  • H/she
    should have knowledge of audit procedures (audit related planning
    techniques, test & sampling methods and so on).
  • H/she
    must be willing to travel up country occasionally.
Age: Between 34-45 years
of age.
