Job Summary: The Program Manager, Agriculture and Livelihoods will be
responsible for program management of agriculture and livelihoods projects. The
incumbent will also provide oversight and leadership to two agriculture and
livelihoods projects, namely the Girls Agro-Investment (GAIN) and the Ben and
Jerry’s Producer Development Initiative (PDI) projects, and other future
agriculture projects in the CRS Uganda portfolio.
Key Duties and Responsibilities: 
1. Program
Management:
  • Provide
    overall management and technical support to GAIN and PDI projects.
  • Manage
    the design and implement effective quarterly and annual work plans that
    allow for timely and ongoing progress review of all key outputs and
    financials.
  • Accountable
    for the delivery program targets and ensure that project strategic
    objectives and results are fully accomplished on time and meet technical
    quality standards, aligned with CRS Agriculture Strategy.
  • Technically
    support partners in meeting partner-specific activity targets as stated in
    partner agreements.
  • Build
    and mentor partner capacity through training, accompaniment, regular
    monitoring, and mentoring.
  • Ensure
    project implementation is in accordance with CRS programming principles
    and CRS core values and engage respective staff for support as needed.
  • Ensure
    timely preparation and submission periodic narrative arid financial
    reports to CRS, donors and other stakeholders, including reviewing, assessing
    and feedback information to partners as required.
  • Under
    guidance from the Country Manager, and the Regional Technical Advisor for Agriculture
    and Environment, address all project issues raised by CRS Uganda senior management,
    partners, donors and respective line ministries regarding program
    implementation.
  • Ensure
    CRS Uganda senior management and the East Africa program quality team is
    well informed of all program highlights and challenges in a timely manner.
2. Program
Compliance/Financial Management:
  • Provide
    overall financial and administrative management for the projects.
  • Provide
    overall direction on financial and administrative operations and ensure
    project implementation is in line with the DIP and the budget.
  • Ensure
    up to date knowledge of CRS and donor compliance issues; seek support and
    guidance as needed.
  • Actively
    monitor and manage project expenses on a monthly basis, ensuring adherence
    to budgets and compliance with donor requirements.
  • Technically
    support partners in financial advance and liquidation process, including
    processing requests for disbursement of project funds; reviewing and
    approving financial and narrative reports; and ensuring that partners
    manage and track expenses against approved budget.
  • Compile
    monthly financial and administrative reports as needed for the donor and
    government in compliance with the donor and CRS policies.
3. Monitoring,
Evaluation, Accountability and Learning (MEAL):
  • Manage
    and oversee the collection and organization of information in accordance
    with CRS Uganda’s MEAL System and Framework; be knowledgeable about CRS
    MEAL systems and procedures for each project in the Agriculture portfolio.
  • Actively
    facilitate the overall analysis, reporting, utilization and feedback of
    information generated through various MEAL activities.
  • Coordinate
    the implementation of program evaluations/assessments e.g. baselines,
    mid-term, final evaluations, formative research, operations research
    activities, etc. as well as sharing this information to beneficiaries,
    partners, staff, donors, and peer agencies as well as LGAs.
  • Facilitate
    the identification of lessons learnt and documentation of best practices
    for dissemination and learning.
4. Other
Responsibilities: Representation and Business Development:
  • Ensure
    CRS is professionally and consistently represented with key stakeholders,
    including local authorities, Church officials, local partners, donors, the
    UN, other NGOs and appropriate networks in meetings, conferences, and
    other for a as needed.
  • Actively
    coordinate with respective line ministries/officials and other
    organizations working in the sector to build strategic partnerships; conduct
    periodic visits to government offices as needed
  • Take
    lead and support business development initiatives in collaboration with
    the Country Manager and other business development staff by engaging in
    proactive intelligence gathering to identify potential and real growth
    opportunities.
  • Keep
    project fact sheets up-to-date.
  • Contribute
    to the EARO Agriculture community of practice.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Catholic Relief Services CRS career opportunity
    should hold an M.A or M.Sc. in development and business related fields
  • At
    least five years’ work experience in developing country
  • Be
    an effective manager of both people and processes; able to develop
    individual and collective capacity of CRS program managers
  • Possess
    excellent verbal communication skills; able to represent CRS in high-level
    meetings with donors, local church and government officials
  • Excellent
    written communication skills; able to develop compelling pieces
    (proposals, reports, project profiles) for donor and public consumption
  • Basic
    knowledge and understanding of CRS budget and financial management systems
  • Proven
    familiarity with principles and current approaches to M&E using both
    quantitative and qualitative methods.
  • Computer
    literacy i.e. Proficiency in SPSS, ACCESS, Visual Basics and other data
    management software ( MS Word, MS Excel, MS PowerPoint, MS Project, etc.).
    Ability to develop database and analyze data using various statistical
    software and methods and present analysis in written and graphical forms.
  • Exhibit

    to travel and spend a minimum of 30% of time in the field.
