Job Summary: The Head of
Communications will generally provide leadership and oversight for the
successful delivery high-impact and high-quality communications strategies that
increase informed demand for family planning (FP) across all MSI Uganda service
delivery channels.
Key Duties and Responsibilities: 
1. Ensure that strategic
development and execution of community engagement strategies that leverage
constructive partnerships with other implementing partners, Government of
Uganda (GOU), stakeholders and community leaders:
  • Ensure
    effective performance management of communication teams and individuals to
    meet MSI Uganda quality standards and agreed donor deliverables.
  • Management
    of the performance all communications activities against budgets and
    performance indicators
  • Timely,
    accurate and complete reporting of verified communication activity results
  • Strategic
    development and execution of community engagement strategies that leverage
    constructive partnerships with other implementing partners, GOU,
    stakeholders and community leaders
  • Responsible
    for the development of a costed strategy and work plan with clear
    deliverables for community engagement and promotion of outreach and
    BlueStar services
  • Development
    of performance management dashboards and metrics for mass media, community
    and interpersonal communication activities
  • Ensure
    collaboration with other teams to ensure promotional activities for
    outreach and BlueStar providers is appropriately timed, delivered and
    effective in raising community awareness of LTM Programme activities
  • In
    charge of the development of IPC standard operating procedure with support
    from MSI
  • Design
    and implement effective referral tracking system
  • Actively
    motivate team members to deliver high quality results, in time and to
    budget
  • Identification
    of long and medium term objectives to guide the development of community
    engagement and identify opportunities for improvement and expansion
  • Examination
    of MSI experience in other places for learning and ideas to improve
    communications approaches, materials, and evaluation methods
2. Effective performance
management of communication teams and individuals to meet MSI Uganda quality
standards and agreed donor deliverables
  • Ensure
    that performance deliverables are set the Communications Team
  • Oversee
    the performance through regular monitoring against and agreed dashboard
    for all communication areas
  • Develop
    key working relationships and new partnerships with other implementing
    partners and community stakeholders to expand reach, impact and value for
    money
  • Identify
    and support teams to correct any quality, compliance, operational or
    client care issues affecting communication activities to improve client
    outcomes
  • Actively
    support and deliver training to ensure consistency in the quality and
    performance across all communications activities
  • Ensure
    the appropriate distribution of vouchers through IPC
  • Ensure
    timely, complete and accurate financial and programmatic reporting of all
    activities
  • Ensure
    activities are implemented to MSI standards, on time and to budget
Qualifications, Skills and Experience: 
  • The
    Head of Communications should hold a relevant degree
  • Significant
    experience developing effective behaviour change communication and
    marketing strategies
  • Working
    knowledge of behaviour change communication methodologies and effective
    gender and youth approaches
  • Past
    experience developing and implementing IPC programmes
  • Previous
    experience managing large referral networks, including client and referral
    tracking and tracing
  • Past
    exposure and experience in effective media planning
  • Proven
    ability to set targets and manage budgets effectively
  • Demonstrated
    ability in facilitating capacity development of diverse teams deployed
    across large geographies
  • Excellent
    communicator to others on key strategic issues
  • Fluency
    in more than one Ugandan language is desirable
