Job Summary:  The
Quality Assurance Management and Training Manager will be responsible for
leading an agile and highly skilled team of QAMT Officers who provide dedicated
quality assurance management and capacity building across MSU service delivery
channels.  S/he will work closely with
team leaders to ensure that MSI’s global clinical quality standards, infection
prevention, adverse event management and client care are effectively applied
across all Marie Stopes supported services in Uganda. Success is measured by
consistently high quality scores across all service delivery channels,
effective management of adverse events, and timely action taken to address any
identified weaknesses.  The QAMT Manager
is part of the Middle Management Team (MMT). 
MMT members are expected to demonstrate MS Uganda’s values in their
behaviour. The MMT members work together and are mutually accountable to one
another in their responsibility to develop and deliver a strategic and
sustainable country programme using the Marie Stopes social enterprise
model.  As part of the MMT, this role
will use data to analyse performance, raise key issues, and monitor performance
to ensure delivery of measurable results and demonstrate strong fiscal
management of donor resources.  
Key Duties and
Responsibilities: 
1. Quality Assurance: Responsible for the clinical standards, protocols
and policies and standardisation of sexual and reproductive health (SRH)
services provided by Marie Stopes in Uganda:
  • Steer
    the development, review and update of the MSU clinical standards based on
    MSI clinical standards and Ministry of Health (MOH) standards
  • Disseminate
    the clinical standards to all MSU clinical staff and ET
  • Ensure
    adoption and utilisation of the relevant clinical standards across all
    service delivery channels 
  • Actively
    support teams to effectively respond to issues raised in MSI QTAs and
    other internal and external clinical audits
  • Provide
    on-going support and current information to MOH colleagues on SRH services
    as needed
  • Quickly
    respond to any technical and clinical guidelines queries from MSU staff
  • Support
    Procurement and Logistics to ensure an unbroken supply of fit for purpose
    medical equipment and commodities across all channels
  • Advise
    Measurement and evaluation of any new quality indicators that should be
    integrated into performance dashboards for service delivery channels
2. Innovation: Facilitate and support the development of clinical
innovations for post abortion care, LARCs and other SRH services across all
channels
  • Regularly
    performs surgical procedures like post abortion care, TLs and vasectomies
    using new standards as they evolve, ensuring clients receive safe and
    appropriate clinical care
  • Be
    current with innovations and medical developments in the field of family
    planning, post abortion care, cervical cancer and other RH services
  • Offer
    technical assistance and guidance on standards, policies, research,
    analysis, review and dissemination of innovations and medical developments
  • Disseminate
    standards, lessons learned and best practice across all channels
  • Work
    in liaison with all programmatic teams to ensure that clinical quality is
    closely monitored, and clinical outcomes are understood, disseminated and
    practice adjusted to ensure the highest clinical quality standards
3. Governance: Responsible to ensure appropriate clinical governance is
maintained across all channels
  • Prepare
    for and contribute to the annual report of the MSI Confidential Enquiry
    into Client Deaths and monthly adverse event reports (submit to ET)
  • Ensure
    policies, technical assistance, training and tools are utilised across all
    service delivery channels for: effective clinical supervision; ensuring
    internal and external clinical audit; major and minor complication
    reporting; medical advisory committees; and client satisfaction feedback.
  • Actively
    support all channels contribute to a functioning Medical Advisory
    Committee which meets at least quarterly and when necessary to review and
    act upon analysis of key clinical quality indicators
4. Ensure QAMT delivers clear objectives, on time and to budget:
  • Ensure
    that QAMT performance deliverables are set and monitored monthly
  • Oversee
    the performance through regular monitoring against and agreed dashboard
    for all activities
  • Support
    and deliver training to ensure consistency in the quality and performance
    across all channels
  • Ensure
    timely, complete and accurate financial and programmatic reporting of all
    activities
  • Ensure
    QAMT activities are implemented to MSI standards, on time and to budget
Qualifications, Skills and
Experience: 
  • The
    ideal candidate must be a Medical or Clinical Officer or hold a Nursing
    degree with advanced knowledge of OB/GYN procedures and quality assurance
    management
  • Proven
    leadership and management skills that motivate high performing teams and
    encourage innovation and creativity
  • Leadership
    experience with financial management and budget responsibility
  • Past
    experience and knowledge of Ugandan health sector and community health
    service delivery (including mobile services)
  • Significant
    experience managing donor funded programmes highly desirable
  • Demonstrated
    ability in facilitating staff capacity development at all levels
  • Clear
    ability to identify and set performance deliverables
  • Excellent
    communicator, an active networker and good listener
  • Proven
    communication and writing skills to persuade and influence at all levels
  • Proven
    IT skills with the ability to analyse data for strategic purposes and
    decision making
  • Proficiency
    in more than one Ugandan language is desired
