About URC ASSIST Project:
University Research Co., LLC
(URC), a US-based public health organization working in Uganda since 2005, is
implementing the USAID Applying science to strengthen and Improve Systems
(ASSIST) Project which is a five-year cooperative agreement dedicated to
improving health, population and nutrition services through technical support
to service delivery institutions, country Ministries of Health, USAID country
missions, and cooperating agencies.
Job Summary: The Human Resource Assistant will support the
Human Resource Officer through the provision of HR support to the ASSIST
Project on various human resource functions. S/he supports the project in
recruitment and placement, manage staff performance and creation of a healthy
working environment through, open management policies, information sharing and
organization of ASSIST staff functions among others.
Key Duties and Responsibilities: 
1. Recruitment and Placement:
  • Technically
    support the recruitment process by collecting CV’s and screening of
    candidates, setting up interviews for selected applicants and ensure that
    a conducive environment is available for interviews.
  • Intuitively
    verify completion of all relevant hiring paper work including requisition,
    interview evaluations, reference checks, offer form, offer letter and
    employee action form among others.
  • Performs
    staff induction and on-site orientation programs for all new project
    staff.
2. Performance Management:
  • Send
    out reminders to supervisors and staff one month before expiry of staff
    contract of employment for annual appraisals to be done in a timely
    manner.
  • Supports
    staff in understanding and completing the performance appraisals process
    in a timely manner.
  • Ensures
    that all new staff have set objectives/work plans for the probation
    period.
  • Remind
    supervisors of confirmation due dates and decisions to confirm or not are
    made in time.
3. Employee Relations:
  • Ensures
    appropriate and immediate handling of project staff enquiries, issues and
    requests for assistance in the absence of the HR Officer.
  • Ensures
    that HR best practices are adhered to at the project by all project staff.
  • Plays
    an active role in creating a safe and healthy work environment and support
    in organizing and celebrating staff birth days, additions to staff family
    members, hospital visitation, bereavement support, etc.
4. Records Management:
  • Establish
    and maintain the project/personnel paper and electronic files in an
    organised and orderly manner so that records can be referred to and
    deciphered clearly in the event of an audit or need for historical
    information.
  • Ensures
    that all documentation in relation to the engagement of Short Term
    Technical Assistance in liaison with the different technical area heads
    are completed in time and information necessary for the payment is made
    available to finance.
  • Keeps
    all project staff information confidential and communicates only what
    needs to be shared when need arises.
5. Timesheet and leave management:
  • Administers
    the staff leave roster and advises staff on their leave status quarterly.
  • Ensure
    that staff timesheets are submitted on time and also maintain the
    Timesheet tracker.
6. Other Responsibilities:
  • Conduct
    field Visits to support the team on HR functions at least on a quarterly
    basis.
  • Perform
    any other duties assigned by the Supervisor/ Chief of party.
Qualifications, Skills and
Experience: 
  • The
    USAID ASSIST Project employee for this vacancy should hold a Bachelor’s
    Degree in Human Resources Management, Social Sciences or Business
    Administration with a bias in HR with three years’ INGO HR experience. OR
    a Diploma in Human Resources Management with at least five years’ relevant
    work experience gained through serving in a similar position with an NGO
    or busy multinational company.
  • Computer
    literacy skills i.e. Proficient in use of MS word and MS Excel.
  • Excellent
    communication and interpersonal skills.
  • Working
    knowledge of Uganda Labour laws, ability to work in a multicultural
    environment, pay attention to detail and maintaining confidentiality is a
    must.
