Job Summary: The Health
and Safety Officer will manage innovation, communication, implementation,
enforcement and compliance of National Health and Safety Policy, Rules,
Standards, Systems, Procedures, Best Practices and Guidelines and Applicable
local laws through obtaining Management Commitment Participation and
Involvement that translate into change of behaviors both Industrial and
Transportation.
Key Duties and Responsibilities: 
  • Driving
    the implementation of the Health and Safety initiatives and programs.
  • Providing
    safety expertise within the organization.
  • In
    charge of developing, delivering and coordinating all required safety
    training within the organization.
  • Providing
    ongoing safety training to ensure all new employees are trained in a
    timely fashion.
  • Supporting
    in developing safety related corrective action plans and related costs and
    priorities.
  • Supporting
    and coaching site management teams to ensure effective implementation and
    employee behaviors related to the safety standards.
  • Reporting
    on the progress of the Safety Programs for the organization.
  • Responsible
    for auditing and reviewing the company for safety standards compliance.
  • In
    charge of planning, scheduling and assigning those jobs or tasks to ensure
    the availability of procedures, tools, parts, supplies and equipment to
    support Group Standards.
  • Keeping
    records of safety activities and compiling the relevant data for the
    organization.
  • Following
    up on the effectiveness of the work performed and take or initiate
    corrective measures where necessary.
  • Assisting
    in and/or providing expertise to incident investigations and analysis.
  • Stay
    abreast with new technologies and techniques in this field.
  • Ensuring
    all training and programs meet required local, country and the company’s
    requirements.
Key Performance Indicators:
  • Steer
    and animate National Health and Safety Policy, Rules, Standards, Systems,
    Procedures, Best Practices, Guidelines and Applicable local laws to all
    the staff and contracted transporters. 
  • Participate
    and advise in the development of Health and safety annual objectives,
    targets and action plans; formulation of Health and Safety.
  • Plan,
    organize and implement relevant Health and Safety activities and programs
    in enhancing the company’s Safe Work Culture; provide expert advice and
    support on Health and Safety issues to Internal Stakeholders.  
  • Ensure
    compliance and adherence to existing relevant Local legislations, company
    Polices and Guidelines and Best Industry practice.
  • Conduct
    regular Audit and inspections including Contractors; conduct/support Plant
    and Contractor accident investigations and make sure serious near-misses
    are fully investigated, closed out and communicated. Provide
    recommendations and ensure implementation.
  • To
    constructively engage transporters and self-collect customers to
    internalize safety issues and concerns with the view of embracing them as
    part of their sustainable business strategy.
  • Participate
    and approve Health and Safety requirements in design and installation of
    new and modified facilities and equipment.
  • Team
    development:  coach, train, appraise
    Health and Safety teams’ development. 
  • To
    solicit and/or generate innovative ideas and approaches to solve
    persistent safety related problems.
Qualifications, Skills and Experience: 
  • The
    applicant should be a graduate in engineering/science or relevant
    qualifications
  • At
    least three years working experience in the field of Health and Safety
    management at a senior level.  
  • Registered
    Health & Safety practitioner with the local authorities and/or
    recognized international institution a plus.
  • Knowledge
    and experience in  development of
    Safety Management System and Safe Work Culture; establishing of policies,
    procedures and guidelines; conducting risk assessment, audit, and accident
    investigation; managing of contractor, transporters and facilitating
    training.
  • Working
    knowledge of relevant local Health & Safety acts, regulations,
    guidelines and codes of practices.
  • Highly
    assertive, good interpersonal skills and a proven team player.
  • Excellent
    training, leadership, communications and organizational skills.
  • Advanced
    knowledge of human factors and/or human behaviors.
  • Working
    knowledge of change management principles.
  • Ability
    to work independently with a minimum of supervision
  • Ability
    to strive to achieve high quality results with persistently positive in
    the face of challenges and setbacks.
