periodic maintenance of public roads.
primarily co-ordinate the development and implementation of the its policies,
strategies, plans and reports to ensure achievement of URF’s goals and
objectives.
- Plan
and oversee the implementation of Technical, Strategic and Policy research
and ensure appropriate dissemination of the findings to stakeholders. - Oversee
and coordinate the development and implementation of URF’s Business
strategy. - In
charge of developing and implementing Operational and Management systems,
2G Road Fund business processes, work flow streams, standards operating policies
and procedures for URF. - Manage
and report on annual implementation of 1, 3 and 5 year road maintenance
financing plans of the Fund. - Manage
and coordinate implementation of the 5 year corporate plan of the Fund. - Oversee
and coordinate URF reporting schedule, prepare and disseminate monthly,
quarterly, and annual reports of the Fund. - The
incumbent will mainstream sector plans, policies and standards into URF
operation. - In
charge of establishing a framework to ensure currency of URF database of
road assets, Unit costs of designated agencies. - Provide
for URF’s presence and participation in the transport sector forum and
related fora. - Manage
the formations and operations of District Road Committees (DRC’s). - Guide
Management on new Strategic changes in the sector in respect of sector
policies, strategic plans of Designated Agencies, ARMFA pronouncements
etc. - Perform
any other duties assigned by Management from time to time.
- The
ideal candidate for the Road Fund’s career opportunity should preferably
hold a Bachelor’s degree in Civil Engineering (Registered), Economics,
Statistics, Business Administration/ Commerce or related discipline. - Possession
of an Advanced degree in Highway Engineering, Public Administration and
Management, Transport Economics, Transport Policy, Economic Policy and
Planning, Business Administration or Statistics. - At
least eight years’ working experience, three of which should be in policy
and strategy formulation and/or implementation in the Transport Sector. - Membership
of a recognized professional association and / or registration with a
professional Competent Authority will be an added advantage. - Working
knowledge of Road Asset Management Systems - Computer
literacy skills - Possess
excellent communication skills, written and verbal - Possess
the ability to work under tight deadlines without compromising quality. - Working
knowledge of commercialization of road management, financing and emerging
road industry trends. - Previous
work experience in quality assurance function will be an added advantage. - Demonstrable
team leadership and good organization skills.
