Monitoring & Evaluation

body corporate established by the Uganda Road Fund Act 2008, to finance routine
and periodic maintenance of public roads.
Monitoring & Evaluation Officer (Statistics) will mainly enter, analyze and
present statistical data of the monitoring and evaluation function.
- Responsible
for the capture, processing, analysis, storage, retrieval and reporting of
statistical data from the monitoring and evaluation activities of the
Fund. - Receive,
analyze and report on pertinent statistics of performance indicators from
sister institutions and use outputs to inform M&E processes of the
Fund. - Implement
the M&E framework and track multiyear trends of performance indicators and report to management as
specified. - Carry
out Road User Satisfaction Surveys (RUSS) to determine levels of satisfaction of road users and
other related parameters in the country. - Regularly
analyze physical and financial performances of agencies and report to
management as specified. - Conduct
special monitoring and evaluation on funded road maintenance programs and
produce reports on findings with recommendations for improvement. - Design
and implement the M&E data framework of the Fund; continually update
to ensure integrity and currency of
the data and link to the Management Information System. - Compile
and send periodic illustrated M&E reports to support the communication
function of the Fund in reaching out to stakeholders and road users. - Design
and ensure implementation of technical support to struggling designated
agencies with a view of improving their performance against set targets. - Perform
any other duties assigned by Management from time to time.
- The
ideal candidate for the Road Fund’s career opportunity should preferably
hold a Bachelor’s Degree in Statistics, Quantitative Economics, Business
Statistics, Mathematics or Quantitative Methods. Possession of a
postgraduate qualification in Monitoring and Evaluation, Statistics,
Quantitative Methods or Masters in Business Administration (with bias in
Statistics) will be an added advantage. - Five
or more years of related experience, two of which should be in a similar
function in a reputable organization. - Membership
of a professional institution or society is an added advantage. - Good
knowledge and understanding of the road sub-sector in Uganda will be an
added advantage. - Strong
report writing and communication skills - Computer
literacy skills with detailed knowledge of industry standard business
application - Strong
data analytical skills - Possess
the ability to work under tight deadlines without compromising quality. - Highly
self-driven, self-motivated and a team player.
