About URC ASSIST Project:
University Research Co., LLC
(URC), a US-based public health organization working in Uganda since 2005, is
implementing the USAID Applying science to strengthen and Improve Systems
(ASSIST) Project which is a five-year cooperative agreement dedicated to
improving health, population and nutrition services through technical support
to service delivery institutions, country Ministries of Health, USAID country
missions, and cooperating agencies.
Job Summary: The Technical officer PMTCT will be
responsible for planning and implement activities to improve the quality of
PMTCT care services based on National PMTCT guidelines in Northern Uganda under
the USAID ASSIST project.
Key Duties and Responsibilities:
 
  • Build
    technical competencies of facility health care providers in PMTCT care
    services through trainings, onsite mentorships and peer to peer learning
    meetings.
  • In
    charge of developing and submitting work plans and budgets for all
    assigned PMTCT activities at least quarterly.
  • Regularly
    review and improve technical strategies employed in PMTCT to ensure the
    USAID ASSIST project work plan is adhered to and implemented with
    measurable success.
  • Ensure
    the timely writing and submission of quality and accurate PMTCT reports
    quarterly, bi-weekly, and at all other requested times.
  • Develop
    and sustain a pool of regional and district coaches with required QI
    competences.
  • Ensure
    that all health facilities have a well-established and functional mother-baby
    care point based on the National PMTCT guidelines.
  • Ensure
    the spread and integration of lessons learnt to health facilities to improve
    the quality of care for HIV positive mothers and their exposed babies.
  • Ensure
    that cross-cutting themes like gender and health work force development
    are well integrated into the PMTCT implementation plans.
  • Work
    in close collaboration with the KM staff, document best practices in form
    of case studies, success stories, abstracts, video clips in addition to
    the routine biweekly updates, quarterly and annual reports.
  • Work
    in liaison with the Monitoring and Evaluation team ensure that data
    collected is accurate and valid and captures process and outcome
    indicators.
  • Perform
    any other duties assigned by the supervisor/chief of party.
Qualifications, Skills and
Experience:  
  • The
    ideal applicants should preferably hold Bachelor’s Degrees in medicine or
    nursing. A Master’s Degree in a health related field with a wide experience
    in PMTCT, scaling up of Option B+ and knowledge of public health will be
    an added advantage.
  • At
    least three years’ experience in PMTCT experience gained through serving
    within a government institution or NGO with proven ability to coordinate
    activities of different stakeholders at district and or sub national
    level.
  • Possession
    of a valid registration certificate from the Uganda Medical & Dental
    practitioners Council.
  • Past
    experience in implementing and applying Quality improvement approaches and
    providing clinical training to service providers and stake holders will be
    an added advantage.
  • Possess
    the ability to conduct cohort monitoring for retention indicators is an
    added advantage.
  • Excellent
    written and verbal communication or interpersonal skills is a must.
  • Excellent
    analytical skills and ability to support a cross section of frontline
    health workers
  • Ability
    and willingness to travel within the supported districts
