About CEDP:
The Government of Uganda has
received credit from the World Bank towards implementation of the Competitive
and Enterprise Development Project (CEDP). The project development objective
(PDO) is to improve the competitiveness of enterprises in Uganda through
supporting reforms in priority productive and service sectors geared towards a
better investment climate with particular focus on MSMEs.
The five-year project comprises
of four major components and will be implemented by seven agencies. However,
the overall coordination of the Project will lie with the Private Sector
Foundation Uganda (PSFU) through a Project Coordination Unit (PCU). The Uganda
Registration Services Bureau (URSB) will implement Component 2 of CEDP:
Business Registration and Business licensing reforms that aims at reducing the
burden for businesses in dealing with registration and licenses procedure by
creating an online one-stop-shop for business registration and an e-registry
for business licensing, and by implementing measures aimed to simplifying and
streamlining business registration and business licensing procedures.
Job Summary:   The Assistant Procurement Specialist will be responsible for
ensuring the timely implementation of the procurement process in accordance to
the procurement plan which will guarantee timely acquisition of goods, works
and services to support project implementation. The selected Consultant is
expected to play a key in procurement processing in the procurement cycle.
Key Duties and Responsibilities: 
  • Work closely with the Procurement Specialist and
    prepare, periodical review, adjust (where applicable) and monitor the
    implementation of the Project procurement plan.
  • Ensure timely preparation/updating of the project
    Procurement plans
  • Works in liaison with User Departments, support the
    preparations of bidding documents for acquisition of goods, works and
    non-consulting services, and the REOI and RFP for consulting services.
  • Ensure adherence to procurement procedures as
    prescribed in the Project Implementation Manual.
  • Participate in the bidding and selection processing,
    including organizing pre-bid or pre-proposal meetings, providing
    clarifications, coordinating the Receipt of bids/proposals, leading and
    participating in the opening of bids/proposals/expressions of interest
  • In close consultation with User Departments,
    participate in evaluation of expression of Interest, Quotations, bids and
    Proposals.
  • In close consultation with the user departments,
    prepare submissions to the Contracts Committee.
  • Actively participate in preparation of draft
    contracts
  • Verify and ensure that Procurement requests are in
    accordance with the approved Procurement Plan.
  • Prepare and publish general and specific procurement
    notices/ invitation for bids and
  • Work closely with User departments to ensure that
    Terms of Reference or technical specifications are obtained timely from
    relevant Technical Departments and Beneficiaries.
  • In consultation with the Technical Departments
    preparation of bidding documents, request for proposals, consultant’s
    shortlists and other documents based on relevant procedures for the
    procurement of goods, Works and on consultant services and for the
    selection of consulting services,
  • Technically support capacity building in procurement
    management of staff that deal with procurement issues with emphasis on World
    Bank and PPDA Guidelines.
  • Participate in Contract monitoring and administration
    by ensuring that in close liaison with the Technical Departments that all
    procurement contracts are efficiently managed, monitored and timely
    completed in order to get the value for money (good quality at a lower
    cost). In collaboration with technical departments
  • Enhance the efficiency and effectiveness of the
    Procurement Data Management system and in particular set up a filing and
    record keeping system that ensures that procurement records are easily
    retrievable and available for procurement audits; Maintain complete
    procurement files and records including all correspondence related to
    procurement activities; seek legal advice where appropriate.
  • Prepare procurement inputs to quarterly FMR progress
    reports.
  • As and when called upon; support the CEDP contracts
    committee
  • Actively facilitate the Post Procurement Reviews
    (PPR) exercise, and follow up implementation of PPR recommendations
  • Prepare and update the Procurement/Contract Register
    (List of all procurement contracts awarded)
  • Report immediately to the Project Manager and
    Executive Director PSFU any noted fraud and corruption or governance
    issues with procurement staff, bidders and consultants.
  • Perform any other duties that may be assigned by
    his/her superiors from time to time in furtherance of the above
    responsibilities.
     
Key Performance Indicators:
  • Annual Procurement Plans and monthly updates in place
  • Weekly and Monthly Procurement and Contract Management status reports/updates
  • Monthly update of procurement monitoring form to be provided to all user departments
  • Procurement documents for the supply of goods, works and services timely as the need arises;
  • Monthly Contracts Implementation Status reports for all contracts showing the total amount of the contract, amount already paid and balance to be paid on each contract
  • Regular procurement performance reports for staff participating in procurement cycle eg at evaluation, Contracting Management stages as well bottlenecks identified
  • Contracts Register in place
Qualifications, Skills and Experience: 
  • The applicant should hold a bachelor’s degree in
    Procurement, Business Administration, Economics, Engineering, B.Com, or
    other related courses with a professional qualification in procurement is
    a must. A post graduate degree in Procurement, Economics, Business
    Administration, Project Planning and Management from a reputable
    University will be an added advantage.
  • Proven track record of at least six years of strong
    general experience in procurement services in a large, busy environment
    with a minimum of three years working under the World Bank financed
    projects.
  • Excellent oral and written communication skills. Should
    be fluent in English.
  • Previous experience in processing high value
    contracts subject to international competition, and in working with
    multi-sectoral teams are added advantages.
  • Working knowledge of the PPDA procurement rules and
    procedures.
  • A high level of interpersonal and management skills
    and ability to work with teams in the organization at all levels.
  • Ability to work under pressure and tight deadlines
  • Computer literacy skills in Ms Word, Excel, Access,
    Project and internet/email is a mandatory requirement.
  • Proven integrity and confidentiality in handling
    public resources
  • Excellent planning and organizational skills
  • Excellent interpersonal skills
  • Demonstrate
    behavior of professional and personal ethics and integrity transparency in
    dealing with clients and service providers.
