USAID Project:
Project’s objective is to conduct a comprehensive spraying program and establish
the foundation for sustainable, effective, high-quality indoor residual
spraying (IRS) activities.
Summary: The Environment Compliance Officer will
primarily be responsible for ensuring program compliance with United States
Government (USG) and Government of Uganda environmental regulations, and
program adherence to requirements as laid out in USAID Initial and Supplemental
; Environmental Assessments and Pesticide Evaluation Report and Safer Use
Action Plan (PERSUAP) and its amendments.
Duties and Responsibilities:
- Actively coordinate environmental compliance efforts for all program
spray activities, including the implementation and oversight of quality
and safety procedures for insecticide procurements; - Manage the procedures for distribution, storage, and handling of
insecticides; and procedures for disposal of insecticide, waste products
and package materials in accordance with national and international
standards. - Supervise and perform routine inspection of spray activity
implementation, safe storage, use, and disposal of insecticides. - Offer adequate training and technical assistance to IRS implementation
teams and counterparts. - Develop and innovate strategies to minimize insecticide pilferage as
well as IRS solid and liquid wastes disposal. - Actively participate in routine environmental assessments.
- Technically support routine environmental monitoring and reporting.
- Work closely with other counterparts from the MOH, NMCP, NEMA, NDA,
Districts and other regulatory and governmental authorities.
Skills and Experience:
- All candidates should hold Bachelor’s Degrees in Public Health,
Environmental Health, or other relevant field. - Five or more years of relevant professional work experience with
experience in environmental health and insecticide use and management. - Ability to work with minimum supervision.
- Able to work both as a member of a team and as a team leader.
- Possess strong management and planning skills of project tasks and
budgets. - Possess the ability to produce high quality work in a timely and
cost effective manner. - Excellent writing skills.
- Excellent organizational, interpersonal communication and computer
skills. - Past experience with USAID and donor projects is highly desirable.
- English language proficiency.
