Job
Summary:
 The UN Programme Policy Officer – Safety Nets
& Resilience (SNR) coordinator will provide senior level management of SNR
activities
Key
Duties and Responsibilities:
  • Under the direction of the
    SNR Coordinator, manage the day-to-day programme implementation for all
    SNR activities in the Karamoja region;
  • Responsible for pipeline
    management and operational coordination for the NUSAF2 (public works) and
    school feeding activities.
  • Actively coordinate with WFP
    cooperating partners, WFP field offices, and local governments to ensure
    timely implementation of the projects across the seven districts.
  • Work in close collaboration
    with the SNR Coordinator to contribute to policy and strategic advocacy
    with Government, donor, and partner institutions;
  • Actively coordinate with
    government and other relevant stakeholders for development of a national
    school feeding policy and a national social protection policy.
  • Coordinate with government
    and other relevant stakeholders for development of national strategies and
    guidelines for labour intensive public works (LIPW) and related safety net
    activities
  • In collaboration with the SNR
    Coordinator, provide technical support and guidance to WFP and cooperating
    partner staff on resilience-related activities in Karamoja;
  • Under the supervision of the
    SNR Coordinator, and in collaboration with other WFP units, ensure
    monitoring, evaluation, and donor reporting on SNR activities is accurate
    and timely;
  • Develop and sustain liaison
    with key professionals and NGOs engaged in the field of food security and
    areas of WFP interest;
  • Represent the WFP SNR unit
    and related activities in the absence of the SNR Coordinator or as
    requested.
  • Perform any other related
    duties as required.
Qualifications,
Skills and Experience: 
  • The ideal candidate for the
    United Nations World Food Programme (WFP) Programme Policy Officer should
    hold a Master’s degree in Social science, agriculture or related field
    obtained from a recognised institution;
  • A minimum of five or more
    years of progressively responsible management experience with
    international NGOs, UN or Government institutions and other reputable
    institutions;
  • Past exposure and experience
    working in Karamoja and or with livelihood and food security programmes is
    preferred.
  • Prior experience with
    projects similar to WFP food- for-asset activities is a distinct
    advantage;
  • Relevant experience in the
    analysis, planning, and monitoring of programme activities;
  • Excellent command of spoken
    and written English;
  • All applicants should be
    highly motivated and task oriented to achieve clear objectives within a
    specific period of time.
  • The applicants must also be
    mature persons with sound judgement, good analytical skills, ability to
    communicate clearly both orally and in writing, ability to work in a team,
    ability to resolve operational problems, work with minimum supervision,
    cope with situations which may threaten health or safety, and establish
    effective working relations with persons of different national and
    cultural backgrounds
