About
USAID Project:
USAID Uganda is funding a new five-year Youth
Leadership for Agriculture program to increase economic opportunities for
hundreds of thousands of Ugandan female and male youth aged 10 to 35, in
agriculture- related fields, in order to increase their incomes and build
entrepreneurial, leadership, and workforce readiness skills. Pending
confirmation of funding, TechnoServe will lead this program in select districts
in Uganda, including Northern Uganda, through market systems and facilitative
approaches. This program will focus on achieving two specific objectives by
partnering with both public and private entities: (1) increased incomes of
youth working in agricultural value chains (specifically maize, beans and
coffee); and (2) improved skills development (entrepreneurship, employability,
leadership, and life skills) obtained through formal and non-formal education
and training organizations.
Job
Summary:
The Monitoring, Evaluation &
Learning (MEL) Manager will lead and manage day-to-day Monitoring, Evaluation
and Learning in this program, using the multi-faceted Collaborating, Learning
and Adapting (CLA) approach. S/he will be responsible for enabling evidence-
based decision-making processes by program leadership, providing the necessary
data and information to improve performance and effectiveness as well as inform
planning and management decisions. The incumbent will also be responsible for
timely development and effective implementation of the program’s MEL systems,
including program monitoring and quality control systems, evaluation systems
(e.g. baseline and end line surveys), analytical planning processes, management
of all project data. Working together with the MEL team, s/he will enable the
program to develop the most suitable interventions for the context, adapting to
changing conditions and make mid-course corrections as necessary. More
specifically, the duties and responsibilities of this position fall into three
broad categories: 1)MEL Systems and Processes, 2)Coordination of MEL work
through team and MEL Personnel Management, Coordination with MEL partner and
evaluation of Partners & Sub-contractors.
Qualifications,
Skills and Experience: 
  • The ideal candidate should hold qualifications in business,
    economics, statistics or international development-related studies required;
  • A minimum of ten years’ experience with M&E methods and
    approaches, including designing, planning, and implementing M&E
    systems, analyzing and reporting using a logical framework and other
    strategic planning approaches;
  • Ability to develop well written, cohesive analyses and reports;
  • Excellent analytical, program management, and financial analysis
    skills including knowledge of Excel and STATA skills;
  • Strong interpersonal and management skills required;
  • Excellent oral and written communication skills a must;
  • Prior experience working in emerging markets.
  • Preference for work experience in Sub-Saharan
  • Demonstrated understanding of and passion for youth economic
    empowerment and improvement of livelihoods.
  • Passionate about market-led approaches and to helping the poor
    improve their livelihoods.
  • Personnel management experience required;;
  • Fluency in written and spoken English required;
  • Willingness to be based in Kampala, and ability to travel to remote
    rural locations in East Africa
