Job Summary:  The Advisor
Monitoring, Evaluation, Accountability and Learning (MEAL) shares in the overall
responsibility for the leadership in ensuring quality, accountability and
learning standards are integrated into the regular MEAL system of Save the
Children International’s work in Uganda. The Advisor MEAL will set the bar for
strengthening program quality, learning and use of knowledge through the
development and implementation of a national Monitoring, Evaluation,
Accountability and Learning strategy for Save the Children in Uganda. In order
to achieve this, the incumbent will lead a central team and provide internal
support and capacity building to the operations teams to roll out the MEAL
system across the country programme.
Qualifications, Skills and Experience: 
  • The candidate should hold a Bachelor’s degree or
    higher in Statistics, Social Sciences or equivalent.
  • At least eight (8) years of experience working in
    MEAL roles including in a senior management position in a both emergency
    and development contexts, preferably with solid experience in more than
    one of the Save the Children International’s priority sectors: education,
    protection, rights governance, HIV/AIDs, health and nutrition, child
    poverty and emergencies
  • Sound knowledge and understanding of development of
    MIS and data and information management
  • Sound knowledge of Accountability approaches
  • Familiarity with knowledge management systems and
    approaches that foster a learning culture.
  • Significant experience of working on all elements of
    MEAL including designing, rolling out and managing systems
  • Previous experience of securing resources from donors
    for MEAL activities/staffing and budget management
  • Sound knowledge of international quality standards
    (Red Cross Code of Conduct, Sphere Standard, HAP Standard) and proven
    experience of using these standards in practical ways to promote quality
    and accountable programming
  • Significant experience in leading a team and building
    MEAL team capacity (developing training tools, training, coaching and
    mentoring)
  • Past
    experience of working with local partners and District Local Government in
    Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child
    Protection is an added advantage.
  • Excellent
    analytical skills and strategic planning abilities.
  • Possess
    the ability to establish and maintain conducive collegial relations and
    perform effectively as a member of a team.
  • Willingness
    to travel and work in hard-to-reach areas, occasionally under strenuous
    conditions.
  • Computer
    literacy and excellent documentation skills are a must.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
  • Highly
    developed cultural awareness and ability to work well in an international
    environment with people from diverse backgrounds and cultures.
  • Possess
    the ability to intervene with crisis management or troubleshooting as
    necessary.
  • Exceptional
    interpersonal and communication skills including influencing, negotiation
    and coaching.
  • Excellent
    time management and planning capacity.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
