The Public Procurement and
Disposal of Public Assets Authority (PPDA) is established under the PPDA Act
No.1 of 2003 to formulate policies and regulate procurement and disposal
practices in respect of all Procuring and Disposing Entities which include
Central Government Ministries and Departments, Local Governments, State
Enterprises, Constitutional and Statutory Bodies and post primary training
institutions.
Job Summary: The Manager
Information Technology will offer leadership and guidance to effectively
implement the ICT Strategy with particular regard to the areas of Information
Security, Information System design, Systems administration, Database
development as well as Information Management systems for PPDA.
Key Duties and Responsibilities:  
  • Align
    ICT Strategy with the organisational Strategic Plan.
  • Responsible
    for implementing the ICT Strategic Plan and IT systems and Operations
    Manual.
  • Develop,
    monitor section goals and targets, supervise, and mentor the ICT team.
  • Intuitively
    analyse the ICT needs of the Authority, recommendations, control
    maintenance and security of Software and Hardware solutions.
  • Compile
    and send regular reports to Management and provide guidance to enhance the
    efficiency of major business processes.
  • Approve
    and monitor implementation of the sectional ICT budget and work plan.
  • Work
    closely with the heads of Departments to develop the Authority’s ICT
    budget, based on assessment of ICT resource needs
  • Develop
    and Implement IT policies and procedures.
  • Actively
    monitor compliance and respond to queries and problems.
  • Develop
    and oversee implementation of the Authority’s business continuity plan.
  • Conduct
    detailed requirements analysis and recommend the development of
    appropriate databases in accordance with standard procedures.
  • Manage
    the development of in-house databases, modify, manage and give access
    rights to the system.
  • Troubleshoot
    problems that arise from time to time
  • Ensure
    the Integration of internal and external management information systems
    across the Authority.
  • Offer
    timely technical ICT Support services to PPDA staff and PDE’s.
  • Identify
    ICT applications and assign responsibility to specific officers within the
    ICT Team.
  • Control
    maintenance of hardware and software.
  • Liaise
    with the Human Resources Manager on IT training needs for users in the
    Authority.
  • Review
    service level agreements and liaise with IT vendors and service providers.
  • Design
    business processes and work flow strategies for the maintenance, access,
    and retrieval of data across the Authority
Qualifications, Skills and Experience: 
  • The
    applicants for the Manager Information Technology should hold an Honours
    degree in Information Technology, or Computer Science, or Computer
    engineering from a recognised University
  • Possession
    of a Master’s degree in Information Technology, or Computer Science, or
    Computer engineering
  • Professional
    Certification in either systems administration or systems development from
    the major industry leaders e.g. MCSE or MCSD or CCNA or CISSP or ITIL etc
    is a requirement.
  • CCNA
    or Linux certifications will be added advantage.
  • At
    least seven (7) years relevant working experience, three (3) of which
    should be at a senior position from a reputable organization
  • Computer
    networking, database management and programming skills
  • Past
    managerial / Leadership skills
  • High
    levels of integrity and professionalism
  • Good
    working knowledge of the practice of computing, especially systems design
    computer and data security.
  • Excellent
    skills in statistical data analysis
  • Ability
    to manage multiple databases
  • Ability
    to Program using oracle, SQL and other database applications
  • Possess
    the ability to develop and manage network systems; WAN/LAN/VLAN
  • Innovate
    and think analytically so as to trouble shoot and propose effective
    solutions to more effective software and hardware utilization and
    management
  • Communicate
    effectively both orally and in writing
