Job Summary: The Education Advisor takes overall
responsibility for the strategic direction, growth and coordination of Save the
Children International’s work on basic education (including education in
emergencies), teachers’ education, vocational skills, policy advocacy and
community/children mobilisation in the Uganda Country Programme. As a senior
member of the Programme Development and quality Department, the Education
Advisor will be responsible for leading and managing the development and
delivery of high quality, innovative, cost effective programmes in education
both in emergency as well as long-term development, resulting in immediate and
lasting change for children. S/he is also responsible for monitoring programme
quality, initiating and taking technical leadership in education-focused
studies, documentation and dissemination of innovations and good practices by
working together with other members of PDQ team; leading on policy research and
advocacy on education through networking and collaboration with relevant civil
society organisations and other institutions; playing a leading role in
establishing, maintaining and expanding donor relations in the respective
thematic area.
 
Qualifications, Skills and Experience: 
  • The applicants should hold a Bachelor’s degree or
    higher in education or a related field with additional training in
    education planning and management and project planning and management
    techniques
  • Working knowledge of current global and regional
    debates on quality and employment oriented education policies and models
  • At least eight years relevant technical experience
    with 2 at senior level
  • Proven experience of developing and managing high
    quality, innovative and cost-effective technical education projects in
    fragile and insecure environments, preferably in Uganda context and with
    International NGOs
  • Proven experience and skills in research and advocacy
    and influencing institutional, private and/or corporate donors and writing
    up high quality donor reports
  • Past experience of working with local/national
    governments and capacity building of systems, partners and staff
  • Past experience of working with local partners and District Local
    Government in Child Rights Governance, Health, Nutrition, Education,
    HIV/AIDS or Child Protection is an added advantage.
  • Excellent analytical skills and strategic planning abilities.
  • Possess the ability to establish and maintain conducive collegial
    relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally
    under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of
    humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an
    international environment with people from diverse backgrounds and
    cultures.
  • Possess the ability to intervene with crisis management or
    troubleshooting as necessary.
  • Exceptional interpersonal and communication skills including
    influencing, negotiation and coaching.
  • Excellent time management and planning capacity.
  • Availability and willingness to work extra hours during times of
    humanitarian responses.
