General (OAG) is an institution established under the provisions of Article 163
of the Constitution of the Republic of Uganda. Its mandate, functions and
powers are enshrined in the National Audit Act, 2008. The main function of the
OAG is to audit and report on the Public Accounts of Uganda and all Public
offices or bodies and/or organization established by an Act of Parliament.
- Regularly
reviewing and reporting on the system for generating financial information
and data, and on the reliability and integrity of financial statements and
other related accounting and financial information. - Conducting
systems audit to ascertain whether or not internal controls are
appropriate to the entity, and whether or not they are operating
effectively and efficiently. - Performing
value for money reviews on key activities of OAG to ascertain whether or
not value has been obtained (efficiency, effectiveness and economy). - Conducting
risk management audits to ascertain whether or not management has set
procedures for risk identification and management including frauds. - Conducting
periodic reviews to confirm whether or not set policies and specific
applicable instructions are followed, and confirm whether or not
management is complying with all applicable legislations and regulations. - Regularly
reviewing management arrangements for ensuring that objectives of OAG are
being achieved. - Conducting
reviews on various projects implemented by OAG and report on project
management, implementation, and conduct post implementation reviews. - Conducting
reviews on resource acquisition, deployment & utilization, disposal
and whether there are appropriate and adequate arrangements for safe
custody of assets. - Conducting
special audits and investigations as may be requested by a competent
authority. - Perform
any other duties as may be assigned from time to time by the supervisor.
- The
Internal Auditor should be a Ugandan holding either an Honours Bachelor’s
degree in Business/Management studies (Accounting option) from a
recognized University/Institution OR professional accountancy
qualification which will admit them to membership of the Institute of
certified Public Accountants. - The
applicant with professional qualifications certifications in the relevant
fields and those with a minimum of second upper class degrees shall have
an added advantage.
