corporate plan in order to match with its new vision of “being a centre of
excellence in Entrepreneurial land management and development in Uganda and
beyond.”
Job
Summary:
The Head of Legal will primarily oversee
all the activities of the organization’s legal department. The incumbent will provide
legal advice and interpretation to senior management regarding contracts,
government regulatory requirements, land and property, or other business
affairs. He /she also coordinates the work of internal or external legal staff.
Key
Duties and Responsibilities: 
1. Provide legal services to the BLB as
required:
  • Technically support, manage
    and monitor the work of the Legal Services Team to ensure actions and
    outcomes are achieved which meet the accountabilities of the department.
  • Identifying areas of
    difficulties and problems and, where necessary through legal interventions,
    find solutions to enable change to take place within the organization.
  • Ensure outsourced legal
    services are of high quality and deliver value for money.
  • Prepare and present the BLB’s
    case in the Courts, at Tribunals, at Public Inquiries, as necessary.
  • Prepare legal reports and
    provide legal comments within reports, in order to ensure that officers
    and decision makers are fully informed of the legal implications of
    proposed courses of action and to ensure that, where appropriate, the
    committee reports include reference to the legal position.
  • Oversee the performance of
    employees of the Legal Services team, including carrying out appraisals
    and setting objectives which reflect the BLB and Corporate Management Team
    objectives, and which identify and meet related employee developmental
    needs.
  2.   BLB’s business and operation remit:
  • Providing the BLB’s staff,
    management, Board and Board Committees, as applicable, with high quality
    legal and related advice/analyses, tailored to the BLB’s needs, on matters
    pertaining to all aspects of the BLB’s statutory remit and related
    matters;
  • Providing guidance to the
    BLB’s staff, management, Board and Board Committees, as applicable, on
    legal strategy and related matters;
  • Managing and co-ordinating
    the BLB’s approach towards litigation/other proceedings to which the BLB
    is party or potentially party;
  • Leading in the development of
    Regulations and related material pertaining to the BLB’s statutory
    functions/powers etc.;
  • Contributing to the
    preparation of draft legislation as required;
  • Leading in/contributing to,
    as applicable, the development of other material/publications pertaining
    to the BLB’s statutory remit as required;
  • Liaising with other parties’
    legal advisors/representatives as required;
  • Undertaking legal research as
    required;
  • Participating in Committees
    and other fora of relevance as required;

External providers of Legal Services:
  • Managing the sourcing of
    external legal services;
  • Instructing, and drafting
    briefing material for, external providers of legal services;
  • Managing the BLB’s
    relationships with external providers of legal services on an ongoing
    basis;
4. Compliance with the BLB’s legal and other
obligations (other than those relating to the BLB’s statutory remit and to
company secretarial matters):
  • Implementing and managing
    appropriate systems and processes to ensure the BLB’s, and its
    directors’/management’s, ongoing compliance with their respective
    responsibilities and obligations under law, regulation and other
    applicable codes, including, inter alia:
  • Implementing and managing
    appropriate systems and processes for identifying, and monitoring changes
    to, the BLB’s obligations in a timely manner:
  • Apprising staff, management
    and the Board, as applicable, of the nature of those obligations;
  • Providing legal and related
    advice regarding the actions and measures necessary to secure/facilitate
    compliance with the aforementioned obligations;
  • Responsible for the development
    of guidance, policies, handbooks, manuals etc., as required to secure/facilitate
    ongoing compliance;
  • Where applicable, and where
    relevant in conjunction with other BLB staff/management, taking such
    actions and measures as are necessary to secure/facilitate the BLB’s
    ongoing compliance with its obligations;
  • Discharging specific
    responsibilities deriving from law, regulation etc., as assigned from time
    to time;
5. General:
  • Responsible for controlling,
    managing and directing the activities of the Legal Services function;
  • Ensuring that the Chief
    Executive is at all times apprised of developments within the Function’s
    remit;
  • Providing professional and
    strategic advice to the Chief Executive, Board and senior management;
  • Acting as an effective member
    of the BLB’s senior management team
6. Other:
  • Contributing to the BLB’s
    management of risk;
  • Carrying out any other
    duties/assuming such other responsibilities as are assigned from time to
    time by the Chief Executive and/or the Board.
Qualifications,
Skills and Experience: 
  • The ideal candidate must be a
    graduate of an accredited law school.
  • Qualified Solicitor or
    Barrister with a practicing certificate for approximately 5 years.
  • Evidence of personal
    management development activity.
  • Working knowledge and understanding
    of and ability to undertake effective strategic planning and achieve the
    implementation of policy, including the ability to produce business plans.
  • Working knowledge and
    understanding of the political nature of local government, the democratic
    process and the legal framework in which local authorities operate.
  • Relevant knowledge and
    experience in Local Government Law.
  • Familiar with a variety of
    the field’s concepts, practices, and procedures.
  • Relies on extensive
    experience and judgment to plan and accomplish goals.
  • Performs a variety of tasks.
  • Leads and directs the work of
    others.
  • A wide degree of creativity
    and latitude is expected.
  • Ability to demonstrate
    significant managerial experience at senior level for approximately 5
    years of a legal practice.
  • Demonstrable record of
    success in providing high quality and highly responsive advice with a
    clear client focused approach, achieving innovative solutions.
  • Experience of successfully
    leading, motivating and developing others.
  • Possess the ability to
    demonstrate the effective management of change within an organisation.
  • Past experience of managing
    diverse teams of staff and having budget accountability within a
    performance management culture including management of budgets and income
    generation.
  • Experience of building
    successful relationships with elected Members, senior managers, external
    partners, private organisations, community groups and other statutory
    organisations, and promoting corporate multi disciplinary working.
  • The ability to understand and
    advise on the importance of good corporate governance.
  • The ability to lead the
    service forward through vision, personal action and the inspiration of
    others to demonstrable success and consistent service improvement.
  • The ability to motivate
    others, whether team members or colleagues, generating commitment and a
    shared sense of purpose.
  • Demonstrable experience of
    using project management skills.
  • Highly skilled communicator,
    able to make presentations and deliver key messages to specialists and
    non-specialists alike.
