Equal Opportunities Commission
Commission (EOC) was established by the Equal Opportunities Act of 2007 and is
mandated to provide a framework for redressing imbalances which exist against
the marginalized groups while promoting equal opportunities for all.
- Responsible
for developing and maintaining standards and guidelines for monitoring,
reviewing and evaluating of equal opportunities policies, activities and
programmes - In
charge of developing and maintaining standards and guidelines for research on equal opportunities
issues - Ensuring
Comprehensive research on; and documentation of all equal opportunities
issues - Ensuring
a systematic evaluation of all policies and measures of equal
opportunities from household to state level - Evaluating
any Act of Parliament, various Systems, Laws, Customs and Practices relating
to the promotion of equal opportunities - Responsible
for developing and implementing control and reporting systems on
implementation of equal opportunities policies - Recommending
to the Commission proposals for the adoption of new legislation that would
promote equal opportunities - Providing
a framework for assessing the responsiveness of programmes and activities
to equal opportunities in redressing any imbalances - Actively
monitoring and evaluating policies and practices and strengthening
enforcement of equal opportunity concerns at all level - Monitoring
the compliance of local Uganda laws, policies and programmes with
International conventions and Charters. - Establishing
and maintaining liaison with other organizations promoting equal
opportunities - Managing
and administering the Research, Monitoring and Evaluation Department - Mentoring
and appraising staff performance in the Research, Monitoring and
Evaluation Department - Perform
any other duties as may be assigned from time to time.
- The
Commissioner, Research, Monitoring and Evaluation should hold an Honors
Degree in Statistics, Economics, Population Studies, Demography or
Development Studies, plus a minimum of a Post Graduate Diploma in
Economics, Econometrics, and Statistics. - At
least ten years relevant working experience, three (3) of which should
have been served at a level of Assistant Commissioner, Research,
Monitoring and Evaluation in Government or equivalent level of experience
from a reputable organization. - All
applicants should have the following competences; thorough knowledge of
research design, monitoring and evaluation of programmes, analytical and
judgmental skills and high caliber in the conduct of public affairs with
demonstrated competence.
