Job Summary: The Save
the Children Monitoring, Evaluation, Accountability and Learning
(MEAL) Managers will steer the regional teams in ensuring quality and
accountability of SCI work and work of Partners, bringing immediate and lasting
changes in the lives of children.  The
MEAL Manager brings significant experience and fresh ideas to provide internal
support and capacity building of regional-based staff and regional partners’
teams on the roll out of a functional MEAL system across his/her respective
region of operation, with a specific focus on children. S/he takes the lead on
MEAL system design and implementation, review and evaluations, MEAL budget, and
contributes to the set up an accountability system across all projects in
his/her region. The incumbent also technically supports the Programme and
Development and Quality Unit in proposal writing and log frame development. The
job holders will ensure that all Save the Children International and Partner
projects are continually monitored for their effectiveness and appropriateness
and that lesson are documented and communicated to inform on-going
implementation and future programming. In addition, s/he ensures that the
programme has evidence-based knowledge on the positive and negative impact that
interventions have in communities in respective Region of operation and that this
information is available to senior management for timely decision making.
Qualifications, Skills and Experience: 
  • The ideal candidates for the Save the Children MEAL
    Manager jobs should hold Bachelor’s degrees or higher in Statistics,
    Social Sciences or equivalent.
  • At least five years’ experience working in MEAL roles
    in a both emergency and development contexts, preferably with solid
    experience in more than one of the Save the Children International’s
    priority sectors: education, protection, rights governance, HIV/AIDs,
    health and nutrition, child poverty and emergencies.
  • Past
    experience of working with local partners and District Local Government in
    Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child
    Protection is an added advantage.
  • Sound knowledge and understanding of development of
    MIS and data and information management.
  • Sound knowledge of Accountability approaches.
  • Good knowledge and understanding of knowledge
    management systems and approaches that foster a learning culture.
  • Past experience of working on elements of MEAL
    including designing, rolling out and managing systems.
  • Sound knowledge of international quality standards
    (Red Cross Code of Conduct, Sphere Standard, HAP Standard) and proven
    experience of using these standards in practical ways to promote quality
    and accountable programming.
  • Significant experience in designing and managing
    assessments and evaluations.
  • Proven capacity to train and coach staff.
  • Excellent
    analytical skills and strategic planning abilities.
  • Possess
    the ability to establish and maintain conducive collegial relations and
    perform effectively as a member of a team.
  • Willingness
    to travel and work in hard-to-reach areas, occasionally under strenuous
    conditions.
  • Computer
    literacy and excellent documentation skills are a must.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
  • Highly
    developed cultural awareness and ability to work well in an international
    environment with people from diverse backgrounds and cultures.
  • Possess
    the ability to intervene with crisis management or troubleshooting as
    necessary.
  • Exceptional
    interpersonal and communication skills including influencing, negotiation
    and coaching.
  • Excellent
    time management and planning capacity.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
