Job Summary: The UN Mine Action Services has in
the recent past signed Financial Agreement with UNISFA (United Nations Interim
Security Force in Abyei) to implement mine action projects for the Mission. In
order to efficiently and effectively serve our partners, the UNMAS-UNISFA
office is in need of two experienced Support Services Associates. The Support
Services Associates will work under the direct supervision of the Head of
Support Services (HoSS) in Entebbe, Uganda. The incumbents will also be
responsible for the provision of support for Logistics, Procurement, Finance HR
and Administration functions.
Key Duties and Responsibilities:  
1. Support in
the provision of efficient procurement and oversight of the support team
focusing on achievement of the following results:
  • Ensure compliance with UNOPS rules and regulations in
    the field and elaboration of the Programme procurement strategies
    including procurement planning, sourcing strategy, supplier selection and
    evaluation, quality management, customer relationship management, e-procurement.
  • Supporting the the development of contract strategy
    including tendering processes and evaluation, managing the contract and contractor,
    legal implications.
  • Under the guidance of the Support Services Officer,
    assist in procurement processes in accordance with UNOPS rules and
    regulations.
  • Assist in implementation of a procurement management
    system in relation to planning, awarding, administering and monitoring of
    all matters related to procurement, in accordance with UNOPS Procurement
    Manual;
  • Management of the preparation of tendering documents
    for international procurement requirements; the establishment of shortlist
    of suitable contractors/suppliers, and the preparation and issue of local
    tenders. Together with the requesting programme component, evaluation of
    bids or proposals received and recommendations for contract awards;
  • Efficient implementation of a vendor database and use
    of the system to record the listing, updating, evaluation and monitoring
    of performance of service providers and vendors;
  • Provision of guidance on all procurement matters.
2. Provide
assistance to ensure efficient logistics and asset management services,
focusing on achievement of the following results:
  • Support in the implementation of a comprehensive logistics
    system in accordance with UNOPS Logistical Procedures;
  • Implementation of a coherent logistical supply system
    in accordance with UNOPS Procurement Rules and Regulat ions;
  • Assist in management of the movement of personnel and
    equipment into and within the duty station;
  • Carry out logistical services in accordance with
    UNOPS rules and regulations.
  • In charge of the day-to-day management and reporting
    on an asset management and accounting system for all UNOPS managed
    equipment and properties in accordance UNOPS lease and asset management
    policy.
  • Provessing of a repair and maintenance system for all
    equipment including EDP equipment, communications equipment, vehicles and
    generators, etc.
3. Provide
effective and accurate financial resources management and assistance to the
HoSS focusing on achievement of the following results:
  • Support in the planning, expenditure tracking and
    audit of financial resources, in accordance with UNOPS rules and
    regulations.
  • Assist in organization of cost-recovery mechanisms
    for the Programme services provided to projects, contractors and/or other
    UN agencies.
  • Monitoring of administrative budget expenditures and
    advice to HoSS on the budget status, ensuring that funds allocated are not
    exceeded or that additional funds are allocated when required; response to
    queries on financial and administrative matters.
  •     Assist in
    organization and oversight of the Support Services Office petty cash
    management processes, including timely accounting and reconciliation of
    all transactions and security of cash assets on site.
  • Assist in development and implementation of a finance
    management system in accordance with UNOPS Financial Rules and
    Regulations.
  • Monitoring and production of Cash Flows on regular
    basis with regards to the ongoing projects and financial agreements.
4. Provide
effective human resources management focusing on achievement of the following
results:
  • Compliance with UNOPS human resources policies and
    strategies.
  • Render support in recruitment processes in accordance
    with UNOPS rules and regulations, appropriate use of different contractual
    modalities, contracts management, performing the HR functions in Atlas.
  • Assistance in establishing and maintenance of the
    proper performance management and staff development systems.
  • Assistance in establishing and implementation of a
    recruitment system for national personnel, in accordance to UNOPS HR
    manual and in collaboration with the relevant sections in UNOPS,
    undertaking recruitment process for national consultants and administering
    contracts on behalf of the Programme.
  • Assist in definition of training plans for staff
    involved in the delivery of support services.
5. Ensure
forward-looking information and communication management focusing on
achievement of the following results:
  • Use of Atlas functionality for improved business
    results and improved client services.
  • Identification of opportunities and ways of
    converting business processes into web-based systems to address the issues
    of efficiency and full accountability.
  • Identification and promotion of different systems and
    applications for optimal content management, knowledge sharing,
    information provision and learning including e-registry, web-based office
    management system, etc.
6. Assist in
efficient transport and technical services, focusing on achievement of the
following results:
  • Assist in establishment and management of a vehicle
    pool for providing transportation services as required by the office as
    well as to meet logistical needs.
  • Assist in development and implementation of a vehicle
    management and maintenance system in accordance with UNOPS vehicle
    management policy and procedures.
  • Assist in implementation of a repair and maintenance
    system for all equipment including EDP equipment, communications
    equipment, vehicles and generators, etc.
  • Assist in management of building and maintenance
    activities of the office facilities and leased properties.
7. Ensures
proper management of security-related issues, focusing on achievement of the
following results:
  • Regularly review of security arrangements in light of
    requirements and ensure the efficient implementation of all recommended
    measures.
  • Guidance and supervision to the security guards for
    safeguarding the staff and premises.
  • Review of security arrangements in light of
    requirements and assist in the efficient implementation of all recommended
    measures.
  • Perform any other related duties as required.
Qualifications, Skills and Experience:  
  • The
    applicants for the United Nations UNOPS Support Services Specialist should
    hold a High School diploma or equivalent with seven years
    experience in accounting, business administration, public administration,
    purchasing and logistics, commerce, or related  field 
    or a Bachelor degree or equivalent with three years of experience
    could be considered in lieu of High School diploma.
  • At least three years of progressively responsible
    experience in Financial Management, Administration, Procurement, Human
    Resources of development programs and projects.
  • Solid working knowledge in financial resources and
    human resources administration, contract, asset and procurement,
    information and communication technology, general administration
  • Possess the ability to adapt and engage in
    implementation of new systems (business side).
Languages: Fluent English (written and spoken)
is required. Knowledge of addition UN Language is an asset.
