Job Summary: The Monitoring and Evaluation Officer will be
responsible for the provision of accurate information on performance and
achievement of organizational objective through periodic research and
evaluation.

Key Duties and Responsibilities:
- Actively
participate in the development and review of M&E frameworks:
strategic; programme and projects to ensure their coordination - Participate
in the design of appropriate tools for research and evaluation processes - Participate
in regular implementation of M&E activities across STF to inform
programmes and projects’ decision making - Prepare
quality and timely monitoring, evaluation and research reports - Document
and share lessons learnt and best practices across STF and other
stakeholders - Conduct
on relevant topics - Build
the capacity of STF staff in monitoring and evaluation - Perform
regular quality assurance checks on programme and project activities in
line with programme/project objectives, standards and M&E frameworks
Qualifications, Skills and Experience:
- The
applicant should hold a degree in a demography, social science, public
health or statistics with further training in monitoring and evaluation. - Three
or more years’ experience working in market research, social research or
programme evaluation and monitoring including design of systems and tools,
data analysis and report writing - Working
knowledge of Logical framework approach and other strategic planning
approaches - Experience
in M&E approaches and methods (including quantitative, qualitative and
participatory) - Skills
in Data analysis packages like SPSS, EPI DATA, EPINFO, MS Access. - Knowledge
of Research methods and analysis - Records
management processes - Planning
and implementation of an M&E system - Budgeting
skills
