Job Summary: The
Regional Finance Officer will technically support, design and monitor the
implementation of Financial Systems of the Region, Programmes/Clusters and
ADPs, play the “First Level” auditor’s role as part of routine work
to ensure compliance in accordance with World Vision Policies and Procedures
and Generally Accepted Accounting Principles through;
  • Supporting
    the effective decision-making and financial sustainability of the program
    through being a business partner internally and externally.
  • Ensuring
    stewardship, accountability and transparency at all levels through the
    active resourcing and empowerment of the organization and partners
  • Strengthening
    cluster and community financial management capacity
Key Duties and Responsibilities: 
  • Offer
    technical support to the Regional Office, Programmes/Cluster/ ADP
    Accountants and Assistant Accountants in development of proposals in
    accordance with donor requirements, WVI Finance Manual, policies,
    guidelines and procedures
  • Ensure
    budget and cash-flow management by monitoring expenditure that should be
    within the budget limits, identify variances and provide explanations for
    management decision making.
  • Regularly
    review, analyze and produce financial reports that are to be sent to
    clusters/projects and quarterly reports attached to Lotus Notes by 20th of
    the following month and after the quarter.
  • Intuitively
    analyze, review and follow up audit recommendations and other Internal
    Controls in the Region, Programmes/clusters/ ADPs in line with the
    Financial Manual, Policies and procedures.
  • Receive
    and review on weekly basis Voucher Interface files from the cluster
    Accountants for accuracy and provide feedback to them.
  • Analyze
    the voucher interfaces from the cluster offices and submit these to
    National Office on weekly basis by Monday midday and at end of month by
    4th for further analysis and report production.
  • Guide
    on the recruitment of all regional and Programme/cluster/ ADP accounting
    staff, allocate assignments, monitor performance, mentor, coach and build
    their capacity, in line with the World Vision Mission.
  • Make
    timely regional funding requests for all clusters by 10th of every month
    and communicate budget commitments to regional teams by 4th of every
    month.
  • Responsible
    for asset management (have asset registers to monitor and manage
    region/cluster assets) in accordance with WV Finance Manual on quarterly
    basis.
Qualifications, Skills and Experience: 
  • The
    World Vision Regional Finance Officer should hold a university Degree,
    with a major in Accounting and or a full professional qualification in
    A.C.C.A, CPA or CIMA or equivalent.
  • At
    least three years post qualification experience.
  • Extensive
    Computer knowledge in Microsoft Excel, Vision Excel, Word, PowerPoint, SUN
    Accounting and Access is required.
  • Proven
    knowledge of Generally Accepted Accounting Principles and Internal Control
    Procedures.
  • Possess
    excellent written and Oral Communication skills are essential, and the
    incumbent must be a team builder, who is able to work successfully in a
    multicultural environment.
  • Possess
    a high level of integrity is required.
  • Possess
    the ability to manage multiple fund types (sponsorship, private non
    sponsorship, government, multilateral and local income) in addition to
    having an overall stewardship virtue to control integrated activities in
    the cluster
  • Cross-cultural
    sensitivity, flexible worldview and emotional maturity.
