implement the USAID Cooperative Agreement for the anticipated five-year $20M
Health and HIV/AIDS Integrated Program.
of Party will provide strategic and operational leadership to this project
which will link with previous USAID-funded and other actors’ socio-economic
development efforts to address HIV/AIDS, tuberculosis (TB), family planning
(FP), malaria, nutrition and maternal, neonatal and child health (MNCH)
challenges within Karamoja. The COP will liaise closely with USAID/Uganda,
local government representatives, Save the Children’s Office of Health,
HIV/AIDS and Africa Area and Country Offices, and partner organizations. The incumbent
will be the primary representative of the project. The COP will ensure adherence to the overall
technical and programmatic quality in its implementation, compliance with USAID
rules and regulations, and the timely submission of all deliverables to USAID,
including annual workplans, performance monitoring plans, semi-annual reports
and annual reports as may be required.
The COP will be responsible for the overall direction and coordination
of the activities of any sub-recipient partners under this grant, and for
linking to broader venues in country for coordination of health service
delivery work more broadly.
- The
applicant should hold a Master’s degree or higher in public health, social
services or related field. - At
least ten years of field-based experience managing large and complex
development assistance programs for HIV/AIDS and health, especially in
Sub-Saharan Africa and working with local governments, civil society and
communities. - Significant
experience managing large scale USAID funded project(s) at a senior level,
with at least five years working with USG-funded programs. - Detailed
working knowledge of and familiarity with USAID policies, financial rules,
regulations, and procedures. - Demonstrated
understanding and knowledge of the overall health and HIV/AIDS programs in
the Uganda context, with knowledge of Karamoja as well as the
socio-political economy, advocacy, health and education sectors. - Demonstrated
team player with visionary leadership skills at various levels including
host country institutions and international organizations. - Extensive
experience in understanding the complexities of post-conflict health
programming, gender issues, local development and health systems
strengthening needs. - Proven
experience building capacity of programs with local NGOs and government
bodies in-country. - Significant
experience in developing project work plans, budgets and managing the
implementation, program staff and all short-term technical assistance. - Excellent
oral and written communication skills. - Fluency
in English required.
